Subject to the provisions of chapter XXIII, the Municipal Commissioner or the Executive Officer shall, either on his own or through any other agency, or through any parastatal agency working independently within municipal area before the commencement of the Act shall ensure immediately after the commencement of this Act that the water works start working under direct control and superintendence of the municipality, notwithstanding any provision or Government order contrary to this, manage waterworks and allied facilities belonging to the municipality and shall maintain the same in good repair and efficient condition and shall cause to be done, from time to time, all such things as shall be necessary or expedient for improving such waterworks and facilities.
