Any building plan submitted to the Municipal Commissioner or the Executive Officer for sanction shall conform to such rules or regulations relating to water-supply, drainage, privy, urinal accommodation within the premises, and sewerage as may be made in this behalf, and no building plan shall be sanctioned by the Municipal Commissioner or the Executive Officer unless it so conforms .
