If, during excavation or any other operation for the purpose of construction of any building or execution of any work, any of the underground utilities (such as electric or telephone cables, water-supply, drainage and sewerage mains, and gas pipes) is touched or is likely to be touched, or if the Municipal Commissioner or the Executive Officer is of opinion that such excavation may cause danger to the public, the Municipal Commissioner or the Executive Officer may, by order, in writing, stop forthwith any such excavation or other work till the matter is investigated and decided to his satisfaction.
