Within such limits as the Municipal Commissioner or the Executive Officer may direct, no person shall keep pigs or more than ten sheep or ten goats except under a license granted by the Municipal Commissioner or the Executive Officer which shall be renewable annually and the said license shall be subject to the payment of an annual fee not exceeding two hundred rupees and subject to such terms and conditions as may be laid down in the by-laws made by the municipality under this section.
