(1) The Conciliation Officer, on receipt of a Notice of a strike or lock-out given under Rule 73 or Rule 74, shall forthwith arrange to interview both the employer and the workmen concerned with the dispute at such places and at such times as he may deem fit and shat endeavour to bring about a settlement of the dispute in question
