1.0 Short title, extent and commencement- These Regulations may be called,,The Regulations for appointment of Assistant professors iri the universities of Jharkhand, 20t1". l.l It shall apply to the ljniversities recollnised under Jharkhand State Universities Act, 2000 (Adopted), as amended from time to timc.
1.2 !t shall come into force with effecl liom the date of issue ofthe notification and srlp-'rsede allother/ Regulations / Rutes on thc subject fiamed hereto before. Chnpter- 2
2.0 Delioitions- In these Regulations, unless there is dnlthing repugnant in the subject or concxl:-
2.1 "Appointing Authority', means'.Vice {hancellor ol respective Universify,,

2.9 "Regulations" means,,The Regulations for appointment ofAssistant professors fbr the Universities of Jharkhand 2017".
2. 1o"Teacher" means "Assistant professor.'.
2.1l"University" means ,,as defined under the Jharkhaid State Universities Act, 2000 (Adopted)"

3.0 Appointment of Assistant Professors 3,1 Procedure of appointment
3.1.1 The appointme t of Assistflnt Professors shall be made on the recommendation ofthe Jharkhand Public Servicc Commission on the basis of conditions laid down by the University cmnts Commission and accepted / modified by the Government ofJharkhand from time to time.
3.1.2 The appointing authority on the basis ofcollege wise and subject wise vacant posts of teacher along rvith rrservation roster after prior approval of the govemment shall send requisiti(,n to the Commission.
3.1.3 However, the University may decide the subjects for which on priority ofthe commission will select the candidates. 3,2 Minimum Qualifications
3.2.1 The minimum qualifications for the posts olteachers shall be govemed by the latest Statutes o Minimum Qualifications of Assistant Prcfessors of Universities / Colleges in Jharkhind State as laid doivn by (he University Grant Commission and acceDted bv the Covernment.
3.3 Agc limit The upper age limit shall be soyears on the lst day ol'August in the adrertisement year relaxable up to 5 yearJ for SC/ST and 3 years fdr OBC category candidates. Differently-abled candidates (excepl in the Physical Education Department) are entitled to an age relaxation of5 years. Age relaxation of 5 years shall lrc available to the candidates possessing Doctorat€ Degree.
3.4 Pay Scale The pay scale of Assistant Profesr;or of the University shall be the same as recommended by the Univcrsity Crants Commission from time to time and accepted by the Govemment ofJharkhmd.
3.5 Selection Comft ittee
3.5,1 The Selection Committee shall be constituted bv the Jharkhand Public Service Commission.
3.5.2 The procedure for interview shall be deoided by the Commission.
3.6 Number ofcsndidotes crllcd for the interview After the scre€ning ofthe applications, the Commission may call 3times more nlmber ofcandidates for each Dost fi)r the interview. Chapter-4
4.0 Reservation
4.1 'lhe curient ReserYation policy oflhe State Covemment will strictly be followed category-wise and subject_wise as per the roster approved by lhe Depa ment of lligher, Technical Education and Sliill Development, Covemment ofJharkhand.
5.0 S€lection Process Chapter-5
5.1 The selection process shall be transparent and the Commission shall consider acadernic qualifications, experience and performance in the interview for the selection ofcandidates for the post ofAssistant professor.
5.2 Educational qualifications shall carry 75 marks, inteNiew 15 marks, exDerience 5 marks and the remaining 5 marks fbr publication out ofa total of 100 marKs allohed. 5.3 Conversion ofcrade Points to percenlage equivalent will be canied out as per thc Conversion Formula laid down by the University ooncerned. However, where the Universities have not laid down the Conversion Formula the determination of marks for the acadenlic merit and rveightage shall be established on th€ basis of Schedule I to Iv.
5.4 The Commission shall prepare Inelit list in order of pr€ference furnished by the candidaie and on the basis of vacancies and reseNation roster and shall send recommendation to the appointing authority of the University. 'l'he appointing authority shall in tum take the options for the colleges and in tmnsparent manner issue appointment letters based on rnerit, preference, vacancy and rostcr.
5.5 ln the event oftotal rnarks obtained from educational qualification. interview and experience boing the sarne, candidates having higher marks in educational qualification will be placed higher in the final merit list. ln the event ofcandidate having same educational qualifications marks, candidate who are older in age according to the date ofbirth will b{j placed higher in the final merit list and in the Maximum 5 Points Post-Ph.D. research experience as postdoctoml fellow/Research 1\ssociate/ Research Scientist etc. in recognized University/ Institution in lndia or abroad. Teaohing experience (as full-tirrre ad hoc, temporary or permanent) in recognized University/College/lnstitution) eve[t of candidates having same date of birth, candidates whose name appears alphabetically first in Devanagari Script will be placed higher in the final merit list.
5.6'lhe subject-wise merit list shall consist of twice the number of vacancies, but Commission shall send in order ofrnerit only one name at a time to the Unive6iry for appointrncnt against a single vacancy, provided that Commission shall recommend name to the Universily fronr the rnerit list in confonnity with the reservatton rcster prepared and sent by the university in accordance with the law relating to reservation in appointment in lorce in the State.
5.7'lhe procedure for lhe intewiew shall be decided by the Commission.
5.8 The Commission shall prepare subject wise merir list, and such list shalt remain valid for a period ofone year from the date ofits ltpproval, The subjeot wise me t list shall consist of twice the number of vacanci€s, but commission shall send in order of merit only one name at a time to the ljniversity for Appointment againsf a slngle vacancy.
6.0 AppoiDtment
6.1 The Vicethancellor shall, subjecl to the provisions of the Ac! have power to rnate appointment ofthe teachers rvithin the grade and scale ofpay dnd within the s{nctioned strength.
6.2The recommendation of the Cornmission, steps taken in pursuance of all connected papers, shall be placed before the Syndicate of the concemed L'nive$ity for orders, ordinarily at its next meetinE:.
6.3 Notwithstanding anything to the conFary as contained in the Regulations, if any college / University teacher is appointed in anothe. University on the similar post, he/she shall be albwed continuiry of his/her service for the purpose of pay and allowances and grant of retirelnent benefits as admissible but not lbr determination of seniority. ?.0 Joiniog Date
7.1The appointment lefter should clearly mention the time period within which the crndidate shalljoin the post.
7.2 On lhe request ofthe candidate the.ioining date mly be extended up to six months only.
7.3 Il selected candidates fails to join his,/her post by due date his/her appointrnent shall be considered as cancelled.
8.0 Service Matt€rs
8.1 By virtue ofthe powers as conlained in the Act & Statutes framed thereunder, the Vic€-Chancellor can suspend any teacher ofthe University.
8.2 The minimum period of probation shall be one year extendable by a marimum period of one more year in case of u nsatisfactory perfonnance. The Confirmation at the end of one year shall bc automatic, unless extended for another year by a sp€cific order, before expiry of the tirst year. Probation and contimlation rules shall be applicable only at the initial stage ofrecruitment.
8.3 The Commission shall be consulled by the Unive6ity authorities for teachers appointment, dismissal, removal, termination from service and demotion. This will apply to those teachers also who have been duly appointed and working. 8,4 The Commission shall render it! advice to the authorities in the same manner as it does in respect ofState Services under Anicle 320 oi'the Constitution oflndia.
8.5 Any matter Refereed to by the University to the Clommission, the Commission will review such Refereed matter and forward the same with its considere,r opinion to the University and University will communicate this to the Department.
8.6The provisions of thcsc Regulations shall have eflect notwithstanding anything inconsistent therewith contained in any other Regulations for the tirne being in forc€ or any instrument having the ellect ofthe Regulations.
