5. REVISED STATUTES IN RESPECT OF THE QUALIFICATIONS OF TEACHERS OF UNIVERSITY/COLLEGES.
(BSU-2.5133-2377-05(1) dated 12.12.1983).
Subject—Revised Statutes in respect of the qualifications of teachers of University/ Colleges.
Notwithstanding anything to the contrary as contained In the Statutes, the following shall be the minimum qualification and pay scales for different categories of posts of teachers in the service of the University and colleges affiliated to it, provided that any relaxation in the prescribed qualifications cart only be made bythe University with the prior approval of the University Grants Commission:-
(1) University Professor:
Pay scale Rs. 1500-60-1800-100-2000-125-2-2500. Qualification—An eminent scholar with published work of high quality actively engaged in research. About ten years' experience of teaching andfor research.Experience of guiding research at doctoral level.
Or, An outstanding scholar with established reputation who has made significant contribution to knowledge.
(2) R e a d e r :
Pay scale As. 1200-50-1300-60-1900.
Qualification— Good academic record with a doctoral degree or equivalent published wont Evidence of being actively engaged in 0) research or (ii) innovation in teaching methods or (iii) production of teaching materials.
About five years 'experience of teaching and/or research provided that at least three of these years were as lecturer or in an equivalent position.
This condition may be relaxed in the case of candidate with outstanding record of Teaching/Research.
Explanation—For determining “good academic record" the following criteria shall be adopted:-
(i) A candidate holding a Ph.D. degree should possess at least a Second Class Master's degree, or
(ii) A candidate without a Ph.D. degree should possess a High Second Class Master degree and second class in Bachelors degree; or
(iii) A candidate not possessing PhD degree but possessing Second Class Masters degree should have obtained first class in the Bachelor’s degree;
(3) Lecturer—(In all subjects in the above faculties except where otherwise provided under the Statute).
Lecturers in the service of the University 1(Pay scale Rs. 700-40-1100-50-1600.
2[Qualification
(a) A Doctorate's degree or research work of an equally high standard; and Scare) Master's degree in a relevant subject from an Indian University or an equivalent degree from a foreign University.
Having regard to the need for the developing inter-disciplinary programmes, the degrees in (a) and (b) above may be in relevant subjects:
Provided that if the Selection Committee/Public Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of very high standard, it may relax any of the qualification's prescribed in (b) above:
Provided further that if a candidate possessing a Doctor's degree or equivalent research work is not available or is not considered suitable, a person possessing a good academe 'words (weightage being given to M.Phil. or equivalent degree or research work of quality) may be appointed provided he has done research work for at least two years or has practical experience in a research laboratory/organization on the condition that he will have to obtain a Doctor's degree or give evidence of research of high standard within eight years of his appointment, failing which he will not be able to earn future increment until he fulfils these requirements- Lecturer in the service of admitted college :
(a) An M.Phil. Degree or a recognized degree beyond the Master's level or published work indicating the capacity of a candidate for independent research work, and
(b) Good academic record with at least second class (C in the seven point scale) Master's degree in a relevant subject from an Indian University or equivalent degree from a foreign University.
Provided that if the Selection Committee/College Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of a very high standard, it may relax any of the qualifications prescribed in (b) above.
Provided further that if a candidate possessing the qualifications as at (a) above is not available or not-considered suitable, the college on the recommendation of the Selection Committee/College Service Commission may appoint a person possessing a good academic record on the condition that he will have to obtain an MPhil, degree or a recognized degree beyond the Master's level within eight years 116 I Fart Ii Manual of Bihar Universities Laws of his appointment failing which he wilt not be able to earn future incrementstill he obtains that degree or gives evidence of equivalent published work of high standard.
University Lecturers (I) A candidate holding a M.D. degree should possess at least Second class Master's degree; or
(ii) A candidate without a Ph.D. degree should possess a high second class Master's degree; and second class in the Bachelors degree: or
(iii) A candidate not possessing Ph.D. degree but possessing second class Master's degree should have obtained first class in the Bachelor’s degree.
College Lecturers:
(I) A candidate holding an MPhil.degree or a recognised degree beyond the Masters level should possess at least a second class Master's degree; or
(ii) A candidate not holding an M.Phil. degree or a recognised degree beyond the Master's level should possess a high second Class Master's degree and a second class in first degree (B.A/B.Sc/B.Com) Examination; or
(iii) A candidate not holding an M.Phil, degree or a recognised degree beyond Master's level, but possessing a Second class Master's degree should have obtained a first class in the first degree (B.A./ B.Sc./B.Com.) Examination.
2. Persons having secured marks more than the mid point of the prescribed minimum marks for passing an examination in the second division and the prescribed minimum marks of passing an examination in the first division by a University shall be deemed to have passed that examination in the high secondary class.
(4) Lecturer in Education in University Service..
(a) A Doctor's degree In Education or Research work of an equally high standard; and
(b) Good academic record with atleast second class (C in the seven point scale) Master's degree in a relevant subject from an Indian University or an equivalent degree from a foreign university.
Or
(a) A doctors degree in any University discipline or research work of an equally high standard; and http://b.com/
(b) Good academic record with an MPhil. degree in Education (which may be acquired while in service) from an Indian University or an equivalent degree from a foreign University:
Having regard to the need for developing Inter disciplinary programme, one of the degree in (a) and (b) above may be in relevant subject:
Provided that if the Selection Committee/Public Service Commission is of the view that the Research work of a candidate as evident either f rom his thesis or from his published work is of very high standard Itmay relax any of the qualifications prescribed in (b) above.
Provided further that if a candidate possessing a Doctor's degree or equivalent research work is not available or is not considered suitable, a person possessing a good academic record (weightage being given to M.Phil. or equivalent degree or research work of quality) may be appointed provided he has done research work for at least two years or has practical experience in research labora-tory/organisation on the condition that he will have to obtain a Doctor's degree or give evidence of research work of equivalent high standard within eight years of his appointment failing which he will not be able to earn future increments until he fulfils these requirements..

Provided that if the Selection Committee / College Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of very high standard, it may relax any of the qualifications prescribed in (b) above
Provided further that if a candidate possessing the qualifications as at (a) above is not available or riot considered suitable the college on the recommendation of the Selection Committee/College Service Commission may appoint a person possessing a good academic record on the condition that he will have to obtain an M.Phil. degree or a recognised degree beyond the Master's level within eight years of his appointment, failing which he will not be able to earn future increments till he obtains that degree or gives evidence of equivalent published work of high standard.

College Lecturers

(ii) A candidate not bolding an M.Phil. degree or a recognises degree beyond, the Master's level should possess a high second class Master's degree and a second class in first degree (B.A/B.Sc/ B,Com) examination; or
(iii) A candidate not holding an M.Phil. or a recognised degree beyond the Master's level, but possessing a second class Master's degree should have obtained a first class in the first degree (B.A./B.Sc./ 9,Corn,) Examination,
2. Persons having secured marks more than the mid point of the prescribed minimum marks for passing an examination in the second division and the prescribed minimum marks for passing an examination in the first division by a University shall be deemed to have passed that examination In the high second class.
(5) Lecturers In Journalism mid mass Communication In Universities.
(0 Good academic record with at least second class Master's degree in the subject (communication/mass communication/Journalism, etc,) from an Indian University or an equivalent degree from a foreign University Or At least second class (C in the seven point scale) Master's degree in Social Sciences/Sciences /Humanities with atleast a second class Bachelor's degree or Diploma in Journalism from a recognised Indian University/Post-graduate diploma from a recognised National Institute, Desirable – (i)Teaching experience at College or University level.
(ii) Work experience in any area of Mass communication (NewspaperiMe.ga-?ins, News Agency, Public Relations, Advertising, Radio or T.V.Journalism etc.)
Where specialists are to be recruited, Master's degree in Agricultural Journalism, Creative Writing, Extension, Family Planning Communication, Public Health Communication, Public Relations, Speech Communications and the like (but not straight Anthropology, Psychology Sociology etc.) may be entertained.
class Master's degree: or
(ii) A candidate without a Ph.D. Degree should possess a high Second Class Master's degree and second Class in the Bachelor's degree; or
(iii) A candidate not possessing Ph.D. degree but possessing Second Class Master's degree should have obtained first class in the Bachelor's degree.
(6) Lecturer In Music and Fine Arts In the Service of the University/admitted college:
Qualification : (a) Good academe record with atleast second class (C in the seven point scale) Master's degree in a relevant subject or an equivalent degree or diploma recognized by the University;
and
(b) Two years research or professional experience or evidence of creative work and achievement in his field of specialisation or a combined research and professional experience of three years in the field as an artist of outstanding talent.
Or, A traditional or a professional artist with highly commendable professional achievement in the subject concerned.
Explanation.—For determining "good academic record" the following criteria shall be adopted :-
(i) A candidate hording a Ph.D. degree should possess at least a second class Master's degree; or
(ii) A candidate without a Ph.D. degree should possess a high second class Master's degree and second class in the Bachelor's degree: or
(iii) A candidate not possessing Ph.D. degree but possessing second class Master's degree should have obtained first crass in the Bachelor's degree.
(7) Lecturer in Physical Education In the service of the University:
(a) An M.Phil, degree or a recognised degree beyond Master Level or published work indicating the capacity of the candidate for independent research work; and
(b) Good academic record with atleast second crass (C in the seven point scale) Master's degree in Physical Education from an Indian University or an equivalent degree from foreign University.
Desirable.—Doctor's degree in a relevant subject or research work of an equally high standard;
Provided further that if the Selection Committee/Public Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of very high standard, it may re[ax any of the qualifications prescribed in (5) above :
Provided that if a lecturer in a discipline other than Physical Education is required to be appointed in the faculty of physical education the qualifications prescribed for recruitment to the post of lecturer in the parent discipline may be insisted upon:
Provided further that if a candidate possessing an M.Phil degree or equivalent research work is not available or Is not considered suitable, a person possessing a good academic record may be appointed provided he has done research work for at least one year or has practical experience in a research laboratory organisation on the condition that he will have to obtain. M. Phil, degree or recognised degree beyond Masters degree or give evidence of research work of equivalent high standard within eight years of his appointment failing which he will not be able to earn future increments until he fulfils these requirements.
Lecturer in the service of admitted college:
(a) An M.Phil. degree or a recognised degree beyond Master's level or published work indicating the capacity of the candidate for independent research work; and
(b) God academic record with atleast second class (C in the seven point scale) Master's degree in Physical Education from an Indian University or an equivalent degree from a foreign University:
Provided that if the Selection Committee college Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of very high standard, it may relax any of the qualifications prescribed in (b) above:
Provided further that if a lecturer in a discipline other than physical education is required to be appointed in the faculty of Physical Education, the qualification prescribed for recruitment to the post of lecturer in the parent discipline may be insisted upon.
Provided also that if a candidate possessing qualification at (a) above, is not available or is not considered suitable, the college on the recommendation of the Selection Committee/College Service Commission may appoint a person possessing a good academic record on the condition that he will have to obtain an M.Phil. degree or recognised degree beyond the Master's degree within eight years of his appointment, failing which he will not be able to earn future increments tin he obtains that degree or gives evidence of equivalent published work of high standard.
Explanation-1, For determining 'good academic record" the following criteria shall be adopted.
UNIVERSITY LECTURERS (I) A candidate holding a Ph. D. degree should possess at least a second class Master's degree; or
(ii) A candidate without a Ph.D. degree should possess a high second class Master's degree arid second class in the Bachelor's degree; or
(iii) A candidate not possessing Ph.D. degree but possessing second class Master's degree should have obtained first class in the Bachelor's degree.
COLLEGE LECTURER
(i) A candidate holding an MP' iii, degree or a recognised degree beyond the Masters level should possess at least a second Class Master's degree: or
(ii) A candidate not holding an M.Phil degree or a recognised degree beyond the Master's level should possess a high second class Master's degree and second class in first degree (B.A., B,Sc,,B.Corn,) Examination;
(iii) A candidate not holding an M.Phil, or a recognised degree beyond a Master's level but possessing second class Master's degree should have obtained a first class in the first degree (B.A., B.
Sc..B_Com.). examination,
2. Persons having secured marks more than the mid point of the prescribed minimum marks for passing an examination in the second division and the proscribed minimum marks for passing an examination in the first division by a University shall be deemed to have passed that examination in high second class.
(8) Lecturer in English IN THE SERVICE OF THE UNIVERSITY Qualification:
(a) A doctor's degree or research work of an equally high standard; and
(b) Good academic record with atleast second class (C in the seven point stele) Master's degree in a relevant subject from an Indian University or an equivalent degree from a foreign University.
Having regard to the need for developing inter-disciplinary programmes, the degree's in (a) and
(b) above may be in relevant subjects:
Provided that if the Selection Committee, Public Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of a very high standard, it may relax any of qualifications prescribed in (b) above.
Provided further that if a candidate possessing a Doctorate degree or equivalent research work is not available or is not considered suitable, a person possessing a good academic record (weightage being given to M.Phil. or equivalent degree or research work of quality) may be appointed provided he has done research work for at least two years on the condition that he will have to obtain a Doctorate degree or give evidence of research work of equivalent high standard within eight years of his appointment failing which he will not be able to earn future increments until he fulfils these requirements.
IN THE SERVICE OF ADMITTED COLLEGE
(a) An M.Phil. degree or a recognised degree or diploma in the teaching of English Studies beyond the Master's level; or published work indicating the capacity of a candidate for independent research work; and
(b) Good academic record with atleast second class f C in the seven point scale) Master's degree from an Indian University or an equivalent degree from a foreign University:
Provided that if the Selection Committee/College Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of a very high standard, it may relax any of the qualm-lion prescribed in (b) above!
Provided further that if a candidate possessing the qualifications as stated at (a) above is not available or Is not considered suitable the college, on the recommendation of the Selection Committee/College Service Commission may appoint a person possessing a good academic record on the condition that he will have to obtain an M. Phil, degree or a recognised degree or diploma in the teaching of English/English studies beyond the Masters level within eight years of his appointment, tailing which ho will not be able to earn future increments till he obtains that degree or give evidence of equivalent published work of high standard.
Explanation.-1. For determining 'good academic record' the following criteria shall be adopted VERSE TY L ECTUFIERS (I) A candidate holding a 1011,0, degree should possess atleast a second class Master's degree: or
(ii) A candidate without a Ph.D. degree should possess a high second class Master S degree and second crass in the Bachelors degree; or
(hi) A candidate not possessing PhD. degree but possessing second class Masters degree should have obtained first class in the Bachelors degree.
COLLEGE LECTURER'S (I) A candidate holding an M.Phil, degree or a recognised degree beyond the Master's level should possess at least a second class Masters degree; or
(ii) A candidate not holding an M.Phil, degree or a recognised degree beyond the Masters level should possess a high second class Masters degree and a second class in the first degree (B,A./B.Sc/B,Com.) examination; or
(iii) A candidate not holding an M.Phil. degree or a recognised degree beyond the Masters level but possessing a second class Master's degree should have obtained a first elms in the first degree (B.AJEL3c..8.Corri.) examination.
2. Persons having secured marks more than the mid point of the prescribed minimum marks for passing an examination in second division and the prescribed minimum marks for passing art examination in the first division by a University shall be deemed to have passed that examination in the 'high second class.
(9) Lecturer in Foreign Languages IN THE SERVICE OF THE UNIVERSITY
(a) A Doctor's degree or research work of an equally high standard: and Good academic record with atleast second class (C in the seven point scale) Master's degree from an Indian University or an equivalent degree from a foreign University.
Having regard to the need for developing inter disciplinary programs, the degree in (a) arid (b) above may be relevant subjects:
Provided that if the Selection Committee/Public Service Commission is ofthe view that the research work of a candidate evident either from the thesis or from his published work is of very high standard, it may relax any of qualifications prescribed in (b) above -
Provided further-that if a candidate possessing a Doctorate degree or equivalent research work is not available or 18 not considered suitable, a person possessing a good academic record may be adopted provided he has done one year past M_ A_ diploma course in the teaching of foreign language concerned from a University on the condition that he will have to obtain a Doctorate degree or give evidence of research work equivalent to high standard within eight years of his appointment failing which he will not be able to earn future increments until he fulfils those requirements, IN THE SERVICE OF ADOTTED COLLE8E'
(a) An M.PhilDegree or a recognised degree/diploma of one year duration to the teaching of the language concerned beyond the Master's level or published work indicating the capacity of a candidate for independent re search work; and
(b) Good academic record with at least second class (C in the seven point scale) Master's degree from an Indian University or an equivalent degree from a foreign Univeristy:

Provided that fi the selection Committee/College Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of a very high standard. it may relax any of the qualifications prescribed in (b) above.
Provided further that if a candidate possessing the qualifications as at (a) above is not available or not considered suitable the college, on the recommendation of the Selection Committee./College Service Commission, may appoint a person possessing a good academic record on the condition that he will have to obtain an M.Phil. degree or a recognised degree or Diploma in the teaching of English Studies beyond the Master's level within eight years of his appointment, failing which he will not be able to earn future increments till he obtains that degree or gives evidence of equivalent published work of high standard
Explanation.—1. For determining good academic record, the following criteria shall be adopted :— UN'IVERSITY LECTURER
(i) A candidate holding a PhD. degree should possess at least second class Master's degree; or
(ii) A candidate without a Ph.D. degree should possess a high second class Master's degree and second class in the Bachelor's degree; or
(iii) A candidate not possessing Ph.Ddegree but possessing second class Master's degree should have obtained first class in the Bachelors degree.
COLLEGE LECTURER
(i) A candidate holding an MPhil degree or a recognised degree beyond the Master's level should possess at least a second class Misters degree; or
(iii) A candidate riot holding an M.Phil. degree or a recognised degree beyond the Masters level should possess(a) a high second crass Master's degree and a second class in first degree (B.A./B.Sc./B.Com) examination or (b) a second class Master's degree and a first class in the first degree (B.A./B.Sc./B.Com) examination.
2. Persons having secured marks more then the mid point of the prescribed minimum marks for passing an examination in the second division and the prescribed minimum marks for passing an examination in the first division by a University shall be deemed to have passed that examination in the high second class.
(10) Lecturer in the Department/Faculty of Management Studies;
A master's degree in Business Administration or M.Tech.in Engineering with first class with the provision that the incumbent would acquire a doctorate degree within a period of eight years, In the case of allied subjects like Industrial Psychology, Personnel Management, Business Statistics, Cost Accountancy etc. where lecturers are required to be recruited with qualifications other than Milk or M Tech. the minimum qualification shall be the same as prescribed for the Faculties of Humanities, Social Sciences, including Commerce and Science.
(11) Lecturer in Department/Faculties in Law In the Universities and Admitted Colleges..
L.L.M. Degree with good Academic record.
Note;—These qualifications may not be insisted upon where a University appoints practicing advocate as part-time lecturer
Explanation,—For determining `good academic record' the following criteria shall be adopted:-
(i) A candidate holding a Ph.D. degree should possess at least a second class Master's degree: or
(ii) A candidate not possessing PhD degree should possess a high second class Masters degree and a second class in the Bachelors degree.
(iii) A candidate not possessing a Ph.D degree but possessing second class Master’s degree should have obtained a first class in the Bachelor’s degree.
Subject :— Amendment to the revised Statutes in respect of the qualification of teachers of Universities/Colleges, (BSU-25/83-3038-GS (1) dated 9-9-1988) I am directed to invite a reference to this Secretariat letter No. BSU-25/83-2577/GS(I) dated.
12-12-1983 on the above subject and to say that the Chancellor in the light of the guidelines of the University Grants Commission and on the advice of the Bihar Inter University Board and State Government has been pleased to approve the amendment to the Statute as detailed below :- In the Faculties of Humanities, Social Science, Science, Commerce, Management Studies and Education.
Articles 3 to 11 of the existing Statutes relating to qualification and pay scale of lecturers shall be replaced by the following:- LECTURERS QUALIFICATIONS
(i) The minimum qualification required for appointment to the post of lecturer shall be Masters Degree in the relevant subject with at least 55% marks or its equivalent grade (B+) and uniformly good academic record.
(ii) MPhil, and Ph.D. degrees in the relevant subject may be considered as an additional qualification.
(iii) The minimum qualification shall not be relaxed even in respect of candidates who have research degree like M. Phil., Ph.D, RECRUITMENT Recruitment to the post of lecturers in Universities/ Constituent colleges and affiliated colleges shall be on the basis of merit through all India advertisement and selection
2. The amendment to the Statute will have immediate effect.
• Subject :— Amendment to the revised Statutes in respect of the qualification of teachers of Universities,-Colleges-Interpretation of the qualification of Universities/Colleges-Interpretation of the phrase 'Uniformly good academic records:
I am directed to invite a reference to this Secretariat letter No. BSU-25/83-2377/GS (I)dated 12-12-83 and no. 3038/GS(1)dated 9-9-88 on the subject noted above and to inform that the Chancellor, Universities of Bihar in exercise of the powers conferred on him us.5(11) of the Inter University Board Act, 1981 and on the advice of the Inter University Board and the State Government has been pleased to approve the amendment to the Statutes defining the phrase 'Uniformly good academic records' as appeared In the qualification of lecturer as detailed below:-
Explanation:-'A candidate, who has secured uniformly at least second division/class in Secondary, Intermediate and degree examination be considered to possess good academic records.
Provided that if he has secured 3rd division/class in one of the above three examinations but has secured first division/class in at least one of three examinations, he should also be considered to have good academic records.
Further action in the matter may be taken accordingly.
6. REVISED STATUTES IN RESPECT OF THE QUALIFICATIONS OF TEACHERS OF UNIVERSITIES/COLLEGES (As approved by the Chancellor vide letter No.. BSUI-25S3-2377 GS(1) dated 12.12.1983 and amended vide letter No. BSU-25183-3038-(1) dated 9.9.1988 and No. BSU 11-89/3748 GS (1) dated
15.12.1990).
Subject—Revised Statutes in respect of the qualifications of teachers of University/Colleges.

About five years’ experience of teaching and or research provided that at least three years were as lecturer or in an equivalent position_ This condition may be relaxed In the case of candidate with outstanding record of teaching/research.

1[Pay Scale-Rs, 700-40-1100-50-16011 2[Qualification.—(a) A Doctorate degree of research work of an equally high standard; and
(b) Good academic record with at least second class (C In the seven point scale) master's degree in a relevant subject from an Indian University or an equivalent degree from a foreign University.
Having regard to the need tor developing inter-disciplinary programmes the degree in
(a) and (b) above may be in relevant subjects:
Provided that it the Selection Committee/Public Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of very high standard, it may relax any of the qualifications prescribed in (b) above:
Provided further that if a candidate possessing a Doctorate degree or equivalent research work is not available or is not considered suitable, a person possessing a good academic record (weightage being given to M.Phil, or equivalent degree or research work of quality) may be appointed provided he has done research work for at least two years or has practical experience in a research laboratory organisation on the condition that he will have to obtain Doctor's degree or give evidence of research of high standard within eight years of his appointment, failing which he will not be able to earn future increment until he fulfils those requirements.
Lecturer in the service of admitted College:
(a) An M.Phil. Degree or a recognised degree beyond the Master's level or published work indicating the capacity of a candidate for independent research work, and
(b) Good academic record with at least second class (C in the seven point scale} Master's degree in a relevant subject from an Indian University or equivalent degree from a foreign University:
Provided that if the Selection Committee/College Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of a very high standard, it may relax any of the qualifications prescribed in (b) above:
Provided further that if a candidate possessing the qualifications as al (a) above is not available or not considered suitable, the College on the recommendation of the Selection Committee/College Service Commission may appoint a person possessing a good academic record on the condition that he will have to obtain an MPhil. degree ore recognised degree beyond the Master's level within eight years of his appointment failing which he will not be able to earn future increments till he obtains that degree or gives evidence of equivalent published work of high standard.

Explanation.—For determining 'good academic record' the following criteria shall be adopted:- UniversityLectures – (i)A candidate holding a Ph.D. degree should possess at least a second class Masters degree; or
(ii) A candidate without a Ph.Ddegree should possess a high second class Master's degree; and second class in the Bachelors’ degree; or
(iii) A candidate not possessing Ph.D. degree but possessing second class Master's degree should have obtained first class in the Bachelor's degree_ College Lecturer—(i) A candidate holding an 1,14.PhIl. degree or a recognised degree beyond the Master's level should possess at least a second crass Master's degree; or
(ii) A candidate not holding an M.Phil. degreeor a recognised degree tm-yond the Master's level should possess a high second class Master's degree and a Second crass in first degree (B.A./B.Sc,/B.Com,) examination; or 00 A candidate not holding and degree or a recognised degree beyond Masker's level but possessing second class Master's degree should have obtained a first class in the first degree (B.A/B.Sc./B.Com.) Examination.
2. Persons having secured marks more than the mid point '31 the prescribed minimum marks for passing an examination in the second division and the prescribed minimum marks for passing an examination in the first division by a University shall be deemed to have passed that examination in the high second class.
(4} Lecturer in education in University Service.
(a) A Doctor's degree in Education or Research work of an equally high standard;

(b) Good academic record with at least second class (C in the seven point scale) Master's degree in a relevant subject from an Indian University or an equivalent degree from a foreign University. Or (a} A Doctor's degree in any University discipline or research work of an equally high standard; and 13) Good academic record with an M.Phil. degree in education (which may be acquired while in service) from an Indian University or an equivalent degree from a foreign University.

Lecturer the Service of admitted College:
(a) An M.Phil.degree or a recognised degree beyond the Master's degree or published work indicating the capacity of a candidate for independent research work research work; and
(b) Good academic record with at least second class (C in the seven point scare) Master's degree in Education and also Master's degree in a relevant subject (10+2) level) level) from an Indian University or equivalent degree form foreign University!
Provided that if the Selection Committee/college Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of very high standard, it may relax any of the qualifications prescribed in
(b) above:
Provided further that it a candidate possessing the qualifications as at (a) above 15 not available or not considered suitable the college on the recommendation of the Selection. Committee/ College Service Cornmission may appoint aperson possessing a good academic record the condition that he will have to obtain an M.Phil. degree or a recognised degree beyond the Master's level within eight years of his appointment, failing which he will not be able to earn future Increments till he obtains that degree or gives evidence of equivalent published work of high standard.
Explanation .—For determining "good academic record" the following criteria shell be adopted :— University Lecturers. —(i) A candidate holding a Ph. D. degree should possess at least a second class Master's degree; or
(ii) A candidate without a Ph.D. degree should possess a high second class Master's degree and second class in the Bachelor's degree; or
(iii) A candidate not possessing Ph.D.degree but possessing second class Master's degree should have obtained first class in the Bachelors degree College Lecturers.—0) A candidate holding an M.Phil degree or a recognised degree beyond the Master's level possess at least a second class in the Bachelor’s degree;
or
(d) A candidate not holding an M.Phil degree or a recognised degree beyond the master's level should possess a high second class Master's degree and a second class in first degree (B.A/B.Sc/B.Com.) examination; or
(iii) A candidate not holding an M.Phil. or a recognised Degree beyond the Masters level, bra; possessing a second class Master's degree should have obtained a first class in the first degree (B.A./B.Sc./B.Com"). Examination.
2. (5) Lecturers in Journalism and Mass Communication in Universities.
Qualifications_ —Essential:
(i) Good academic record owl at least second class 1i/fasters degree in the subject(Communication/mass communication/Journalism, etc.,), from an Indian University or an equivalent degree horn a foreign University.
Or At least second class (C in the seven point scale) Master's degree in Social Sciences/Sciences/Humanities with at least a second class Bachelor's degree or Diploma in Journalism from a recognised Indian University/Postgraduate diploma from a recognised National Institute.
Desirable.—(i)Teaching experience at College or University level.
(ii) Work experience in any area of mass communication (Newspaper/Magazine, News Agency, Public Relations, Advertising, Radio or T.V. Journalism, etc.)
Where specialists are to be recruited, Master's degree In Agricultural Journalism, Creative Writing, Extension, Family Planning Communication, Public Health Communication, Public Relations, Speech Communications and the like (but not straight Anthropology, Psychology, Sociology, etc.) may be entertained,
Explanation—For determining 'good academic record' the following criteria shall be adopted:- (I) A candidate holding a Ph.D. degree should possess at least a Second class Master's degree: or
(ii) A candidate without a Ph.D. degree should possess a high second class Master's degree and second class in the Bachelor’s degree; or
(iii) A candidate not possessing PhD. degree but possessing second class master's de gee should have obtained first class in the Bachelors degree, (19 Lee-hirer in Music and Fine Arts.
In the Service of the University/admitted college Qualifications(a) good academic record with at least second class (C in the seven point scale) Master's degree in a relevant subject or an equivalent degree or diploma recognizedby the University; and
(c) Two years research or professional experience or evidence of creative work and achievement In his field of specialization or a combined research and professional experience of three years in the field as an artist of outstanding talent. OrA traditional or a professional artist with highly commendable professional achievement in the subject concerned.
Explanation..—For determining °good academic record" the following criteria shall be adopted:-
(i) A candidate holding a Ph.D. degree should possess at [east a second class Master's degree; or
(ii) A candidate without a Ph.D. degree should possess a high second class Master's degree and second class in the Bachelor's degree; or
(iii) A candidate not possessing M.Phil), degree but possessing second class Master's degree should have obtained first class in the Bachelor's degree.
(7) Lecturer in Physical Education.
In the service of the University:—
(a) An M. Phil. degree or a recognised degree beyond the Master Level or published work indicating the capacity of the candidate for independent research work; and
(la) Good academic record with at least second class (C in the seven point scale) Master's degree in Physical Education from an Indian University or an equivalent degree from foreign University. Desirable.—Doctors degree In a relevant subject or research work of an equally high standard:
Provided that it the Selection Committee/Public Service Commission is of the view that the research work of a candidate as evident either from his thesis or from his published work is of very high standard, it may relax any of the qualifications prescribed in (b) above :
Provided further that if a lecturer in a discipline other than Physical Education is required to be appointed In the faculty of physical education the qualifications prescribed for recruitment to the post of lecturer in the parent discipline may be insisted upon ;
Provided further that if a candidate possessing an M.Phil. degree or equivalent research work is not available or is not considered suitable, a person possessing a good academic record may be appointed provided he has done research work for at least one year or has practical experience in a research laboratory or organisation on the condition that he will have to obtain M.Phil. degree or recognised degree beyond Master's degree or give evidence of research work of equivalent high standard within eight years of his appointment failing which he will not be able to earn future increments untill he fulfils these requirements.
Lecturer in the service of admitted college:
(a) An M.Phil.degree or a recognised degree beyond Master's level or published work indicating the capacity of the candidate for independent research work; and
