1. Admission of Institution:
Subject to the provision of the Act, Institution recognized by the National Council for Teacher Education (NCTE) for B. Ed. courses within the territorial jurisdiction of the University, may be admitted as College of the University.
2. Application for Admission :
An application for admission of an educational institution as a B. Ed. college shall be:
i. Made by an officer authorized by the Government for the purpose in case of an institution owned and maintained by the Government and by the Governing Body or Managing Committee in the case of any other institution;
ii. Countersigned by two members of the Senate;
iii. Addressed to the Registrar for approval of the Affiliation & New Teaching Programme Committee and Syndicate/Senate;
iv. Submitted not later than 10th March of the year (for which the affiliation is sought for) in the case of an educational institution seeking admission for the first time or seeking extension, or for an additional course, or for an additional unit of the existing recognized course. Provided that the date for submission may be changed by NCTE or by law.
3. Eligibility for Temporary Affiliation:
The proposed institution/College seeking new affiliation, at the time of inspection by the University, shall satisfy the following requirements:
i. Grant of formal recognition order of the proposed institution/College under section 14(3) of the National Council for Technical Education Act 1993, and in accordance in with latest NCTE Regulation.
2 | P a g e ii. Undisputed ownership and possession of land as per the norms of NCTE.
Provided that colleges running other courses also shall fulfill the norms of University Grants Commission/ State Government.
4. Contents of Applications :
i. The application shall be submitted with certified copies of the following documents:
(a) Registration of the Society/Trust along with details of constitution and Memorandum of Understanding.
(b) Letter from the Deputy Commissioner regarding classification of land.
(c) Registered land document in the name of the institution.
(d) Appropriate order from the NCTE to start the College with details of the Courses/Program intended to be offered.
(e) Undertaking that the College shall be under the management of a regularly constituted Governing Body.
(f) Undertaking that the Institution shall abide by the Acts, Statutes, Ordinances, Regulations and Rules made by the University from time to time.
(g) Undertaking that admission shall be made on merit on the basis of marks obtained in the qualifying examination and/or in the entrance examination or any other selection process as per the policy of the State Government.
(h) Undertaking that the reservation and relaxation in admission of other students belonging to SC/ST/OBC & other categories shall be as per the reservation rules of the State Government.
(i) Undertaking that the prescribed course shall be completed within the duration and working days specified by the NCTE Regulations.
(j) Undertaking that the institution shall abide by the course curriculum prescribed in the Regulations of the University.
(k) Undertaking that the conditions imposed by the NCTE and complied with as per the directions revised by NCTE.
(l) A copy of the proposal sent to NCTE for grant of recognition,
(m) Undertaking that the college shall be duly registered on All India Survey 3 | P a g e on Higher Education (AISHE) portal and upload up to date information on it regularly.
ii. The institution applying for admission shall pay along with the application as non-refundable inspection fee as prescribed by the University. Provided that no inspection fee shall be charged from colleges/institutes established by the government.
5. Procedure for granting Temporary Affiliation:
i. The University shall make a preliminary scrutiny of the application submitted within time as specified by the NCTE or by law, and if found satisfactory, issue a letter of intent, within two weeks from the date of receipt of the application by the University to course an inspection within a period of seven days for physical verification of all submissions made to the NCTE.
ii. The college shall be subjected to an inspection by the University through a committee of experts consisting of:
1) Dean, Faculty of Education /Dean, Students Welfare -Chairperson 2) One Head of the P.G. Department nominated by the Vice Chancellor 3) Assistant Registrar (Examination/Permission) or any person nominated by the Vice Chancellor iii. The report of the inspection committee shall be submitted by the Chairperson to the University within three working days. The University shall process the report through its appropriate bodies and decide to grant, or not grant, temporary affiliation to the College, recording the reasons in writing for its decision within a fortnight.
iv. The University shall be the ultimate to decide granting, or not granting affiliation.
v. The University shall communicate the decision of the University to the State Government for grant of approval of affiliation to the College/Institution within the stipulated date. The State Government will grant approval of affiliation on the basis of recommendations of the Committee constituted for examining the proposals.
4 | P a g e vi. The approval of grant of affiliation received from the State Government will be communicated to the college/institution within the date prescribed by law by the University.
6. Extension of Temporary Affiliation Extension of Affiliation for another period of three academic sessions will be granted to temporary affiliated college/institution by the process as below:
i. The institution applying for extension shall submit along with the application the following documents not later than 10thMarch of the academic year for which the extension is sought for:
a) Compliance report of the conditions mentioned, if any, in the Recognition letter issued by NCTE/Inspection Report of the University;
b) Report on the compliance of the State policy relating to eligibility criteria for the admission of students;
c) Report on the manner in which the prescribed course has been completed;
d) Report on conduct of examinations; and e) Certificate of AISHE registration & uploading of up to date information on AISHE portal.
ii. The institution applying for extension of affiliation shall pay along with the application an inspection fee as prescribed by the University. The fees paid shall not be refunded.
iii. The proposal for grant of extension of affiliation received through the University shall be examined by the Committee constituted by the State Government.
iv. On the recommendation of the Committee the approval for grant of affiliation will be given by the Directorate of Higher & Technical Education.
7. Eligibility to apply for addition of new programmes of study The college/institution may apply for grant of affiliation for an additional course, or for an additional unit of the existing recognized course in the manner prescribed in Clause 1, 2, and 3. The processing of grant of affiliation for an additional course, or 5 | P a g e for an additional unit of the existing recognized course will be done in the same manner as prescribed for affiliation to a college/institution seeking new affiliation.
8. Eligibility criteria for Permanent Affiliation Subject to the conditions hereunder given, the university may consider grant of permanent affiliation to a college/ institute in part or in full on receipt of such application from the college/ institute.
i. The college/ institute has completed at least three years of satisfactory performance and has been accredited by NAAC with at least B grade after getting temporary affiliation.
ii. The construction of the buildings and infrastructure has been completed as per standard and norms of the NCTE.
iii. Appointment of Principal, adequate number of teaching and non-teaching staffs per norms of NCTE has been done on regular basis as per the Jharkhand State Universities Act, 2000 as amended up to date.
iv. The teaching and non teaching employees are paid salary prescribed by the University Grants Commission. Further, all payments to the staff are done through Bank.
v. The college/institute has a duly constituted Governing Body for non Government College. Provided the constitution of Governing Body for Government College is not mandatory.
vi. The college is duly registered on AISHE portal.
9.Procedure for granting Permanent Affiliation i. The procedure for grant of permanent affiliation shall be the same as for temporary affiliation as laid down in clause (5) of this Statutes. The addition of new programme or increase in intake shall come into effect only after the approval of NCTE wherever necessary and the university is paid by the college/institute the required additional affiliation fee.
ii. Provided, where any college/ institute is already holding permanent affiliation from any other university of the state for more than ten (10) years and has been recognized for high level performance by NAAC or 6 | P a g e any other similar statutory body may be allowed permanent affiliation by this university after following the prescribed procedure for such affiliation.
iii. In case the University, for reasons to be recorded in writing, declines to allow permanent affiliation to any college/ institute, the same shall be communicated to the college/ institute with reason of rejection. The College/ Institute may apply again after removing the deficiencies but not before expiry of six months after the date of rejection of the earlier application.
10. Withdrawal of Affiliation i. The affiliation of a college/institute may at any time be withdrawn if the NCTE withdraws the recognition to the college/institution under the provisions laid down in Section 17 of the NCTE Act, 1993.
ii. The University may withdraw affiliation, if the college/ institute after due enquiry by a committee, constituted by the Board of affiliation, is found lacking in one or more aspects as given below: - a) The College/ Institute has failed to comply with the provision of the NCTE Act and Regulations, or statues, ordinance, regulation of the university.
b) The college/ institute is found to have failed to comply with the prescribed condition/ requirements for affiliation in terms of admission of students, conduct of examinations, and the manner in which the prescribed course should be completed.
c) The College/ Institute is found conducting itself in manner prejudicial to the academic and administrative standard and detrimental to the interest of the university.
d) The college/ institute is found to have obtained affiliation by submitting forged/fake documents or by concealing certain facts.
e) Cessation of the functioning of the college/ institute for consecutively two years after grant of affiliation.
f) The college/ institute has shifted its location without obtaining prior approval of the NCTE.
7 | P a g e g) The ownership of the college/ institute or management has been transferred to a different society/ trust without obtaining prior approval of the NCTE.
h) If the college/ institute has failed to start the classes during the academic year for which permission was granted.
i) If the college has failed to comply the mandatory uploading of data on AISHE portal.
j) If the college/ institute has not provided education/ instruction continuously for at least three years in the course (s) for which affiliation has been obtained.
Provided that no action under these clauses shall be taken unless the concerned college/ institute served with a "Show Cause Notice" is given opportunity for adequate compliance/removal of defects within a period of six months. Such decision by the University shall be final and binding for the college /institute.
11. Time Frame for disposal of Application
1.
Last date of submitting proposal for affiliation in the University By 10th March of each year.
2.
Forwarding of proposal by the University to the Directorate, Higher & Technical Education after inspection by expert team.
By 20th March of each year.
3.
Comments to be submitted by the Directorate, Higher & Technical Education, if any By 30th March of each year.
4.
Final date for issuance/grant of affiliation for the relevant academic year.
By 10th May of each year.
The time frame for disposal of application shall be notified by the Directorate of Higher & Technical Education from time to time.
