1. Admission of Institution:
Subject to the provision of the Act, educational institutions within the territorial jurisdiction of the University may be admitted as College in one, or more of the faculties of the University.
2. Application for Admission :
An application for admission of an educational institution as an affiliated college shall be:
i. Made by an officer authorized by the Government for the purpose in case of an institution owned and maintained by the Government and by the Governing Body or Managing Committee in the case of any other institution;
ii. Countersigned by two members of the Senate;
iii. Addressed to the Registrar for approval of the Affiliation & New Teaching Programme Committee and by Syndicate /Senate;
iv. Submitted not later than 15th September of the year preceding the academic session for which admission is sought for.
v. Submitted not later than 15th September of the year (for which the affiliation is sought for) in the case of an educational institution seeking admission for the first time or seeking extension, or for an additional course.

3. Eligibility for Temporary Affiliation:
The proposed College other than B.Ed. Colleges seeking new affiliation, at the time of inspection by the University, shall satisfy following requirements:
(i) Undisputed ownership and possession of land as per the latest norms of University Grants Commission/ State Government. Provided that this subclause shall not apply to Colleges already affiliated to the Universities.
(ii) Administrative, academic and other buildings with efficient accommodation to meet the immediate academic and other space requirements, with a minimum of 1.4 sq m. per student in lecture/ seminar rooms/ library and 1.85 sq m. in each of the laboratories, or as notified by the UGC from time to time.
Provided that this sub-clause shall not apply to colleges already affiliated to the Universities.
4. Contents of Application:
(i) The proposed college through its Governing Body shall submit application with certified copies of the following documents:
(a) Registration of the Society/ Trust along with details of Constitution and Memorandum of Association.
(b) Letter from the Deputy Commissioner regarding classification of land.
(c) Registered land document in the name of College. Along with the current rent receipts issued by the revenue officer.

(d) Undertaking that the college shall abide by the Acts, Statutes, Ordinances & Regulations made by the University/ State Government from time to time.
(e) Undertaking that the College shall not start Intermediate classes in the premises of the college.
(f) Undertaking that no student has been, or shall be admitted to the college, or in the subjects for the admission of which the application is being made, unless the affiliation prayed for has been granted by the University.
(g) Undertaking that admission shall be made on merit on the basis of marks obtained in the qualifying examination and/ or in the entrance examination or any other selection process as per the policy of State Government.
(h) Undertaking that the reservation and relaxation in admission of students belonging to SC/ ST/ OBC & others categories shall be as per the reservation rules of the State Government.
(i) Undertaking that suitable provisions shall be made for the general supervision and physical welfare of the students.
(j) Undertaking that the following sums have been set apart for book and periodical for the library of the college- for admission up to Bachelor standard in faculties of Humanities and Social Science (to be counted as one) or Science or Commerce or any other faculty, Rupees one lakh, and an additional sum of Rupees twenty thousand, for admission to each Honour's subjects.
(k) Undertaking that where admission is sought in any branch of experimental science, the college has, or will keep necessary funds at its 4 disposal for imparting instruction in that branch of science in a properly equipped laboratory and, where necessary, a museum, and that the gas & water supply, the apparatus, the chemical, and the design and general fitting of the laboratory, lecture room and museum shall confirm to the requirements.
(l) Undertaking that the college has a separate laboratory reserve fund of not less than Rupees one lakh in case of affiliation in Science or in any branch of experimental science and an additional sum of subject Rupees twenty thousand for each Honors subject in which practical course is prescribed.
(m) Undertaking that the College has adequate financial resources and fund for meeting recurring expenditure on library, laboratories, furniture, repair and maintenance of buildings for at least five years.
(n) Undertaking that the teaching posts shall be filled up with person having qualification stipulated by University Grants Commission .
(o) Undertaking that all financial transactions including disbursement of salary and receipt from students shall be made in the digital mode.
ii. The institution applying for admission shall pay along with the application a non-refundable inspection fee as prescribed by the University.
.5. Procedure for granting Temporary Affiliation:
i. The University shall make a preliminary scrutiny of the application submitted within time as specified in the Statute, and if found satisfactory, issue a letter of intent, within two weeks from the date of receipt of the application by the University to course an inspection within a period of seven days for physical verification of all submissions made to the University.
5 ii. The college shall be subjected to an inspection by the University through a committee constituted by the Vice Chancellor.
iii. The report of the inspection committee shall be submitted by the Chairperson to the University within three working days. The University shall process the report through its appropriate bodies and decide to recommend to the State Government to grant, or not to grant, temporary affiliation to the College, recording the reasons in writing for its decision within a fortnight.
iv. The University shall send the proposal along with there commendations to the State Government for grant of approval of affiliation to the college within the stipulated time. The State Government on the recommendation of the University will grant approval of affiliation and communicate its decision to the University with respect to affiliation.
v. The University shall grant affiliation on the decision of the State Government and it shall be the ultimate body to grant affiliation.
6. Admission in additional course/subject.
(i) When a college desires to add new courses of instruction, an application for permission to make such additions shall be made, by the college not later than the date prescribed for this purpose.
(ii) The application shall contain sufficient information to satisfy the Syndicate that, so far as the additional courses of instruction are concerned adequate provision has been made in respect of matters specified in clause (3) and (4) of this Statute.
(iii) Every such application shall be dealt with in the manner prescribed by clause (4) to (6) of this Statute.

7.Extension of Temporary Affiliation Extension of Affiliation for another period of three academic sessions will be granted to temporary affiliated college/institution by the process as below:
i. The institution applying for extension shall submit along with the application the following documents not later than 15th January of the academic year for which the extension is sought for:
a) Compliance report of the conditions mentioned, if any, in the letter issued by the State Government/Inspection Report of the University;
b) Report on the compliance of the State policy relating to eligibility criteria for the admission of students; and c) Certificate of AISHE registration & uploading of up to date information on AISHE portal.
d) Certificate that all financial transactions are done in the digital mode.
ii. The institution applying for extension of affiliation shall pay along with the application an inspection fee as prescribed by the University. The fees paid shall not be refunded.
iii. The proposal for grant of extension of affiliation received through the University shall be examined by the Committee constituted by the State Government.
iv. On the recommendation of the Committee the approval for grant of affiliation will be given by the State Government.
8. Eligibility criteria for Permanent Affiliation Subject to the conditions hereunder given the university may consider grant of permanent affiliation to a college in part or in full on receipt of such application from the college.
7 i. The college has completed at least three years of satisfactory performance and has been accredited by NAAC with at least A grade after getting temporary affiliation.
ii. The construction of the buildings and infrastructure has been completed as per standard and norms of the UGC.
iii. Appointment of Principal, adequate number of teaching and non-teaching staff as per norms of UGC has been done on regular basis as per the Jharkhand State Universities Act, 2000 as amended up to date.
iv. The teaching and non-teaching employees are paid salary prescribed by the University Grants Commission. Further, all payments to the staff are done through bank.
v. The college has a duly constituted Governing Body for non-Government College. Provided the constitution of Governing Body for Government College is not mandatory.
9. Procedure for granting Permanent Affiliation i. The procedure for grant of permanent affiliation shall be the same as for temporary affiliation as laid down in clause (5) of this Statutes. The addition of new programme or increase in intake shall come into effect only after the approval of Government wherever necessary and the university is paid by the college the required additional affiliation fee.
ii. Provided where any college is already holding permanent affiliation from any other university of the State for more than ten (10) years and has been recognized for high level performance by NAAC or any other similar statutory body may be allowed permanent affiliation by the University after following the prescribed procedure for such affiliation.
iii. In case the University, for reasons to be recorded in writing, declines to allow permanent affiliation to any college, the same shall be 8 communicated to the college with reason of rejection. The college may apply again after removing the deficiencies but not before expiry of six months after the date of rejection of the earlier application.
10. Withdrawal of application.—An application for admission may be withdrawn at any time before an order has been passed on the application.
11. Exclusion of Colleges from privileges.—An admitted college may, at any time, on the motion of the Syndicate or on the communication from the Department of Higher, Technical Education & Skill Development, be deprived by the Senate, in whole or in part, of the privileges granted to it under this Statutes, if the conditions of admission are not fulfilled or observed, or for gross mismanagement of it or for any other reason the Syndicate or the Department of Higher, Technical Education & Skill Development is of opinion that the college should be deprived of such privileges either in whole or in part.
Provided that Department of Higher, Technical Education and Skill Development may issue order depriving the college from in whole or in part of the privileges granted to it under this statute in case of exigency.
Provided further that the College shall be excluded from the privileges of permanent affiliation by the University if the NAAC accreditation of the College falls below B category.
12. Action by the Syndicate on motion for exclusion.—
(1) The Syndicate shall, before bringing any such proposal before the Senate under clause (11) of these Statutes, send a copy of it, stating the grounds and reasons for the same, to the Secretary of the Governing Body of the College concerned or the officer of the Government authorized to apply for admission in case of Government colleges, together with an intimation that any representation in writing on behalf 9 of the College be submitted within the period to be specified in such intimation.
Provided that the Syndicate may, from time to time, extend the period so specified not exceeding three months in all.
(2) On receipt of the representation of the college concerned, or if no such representation of the college is received on the expiration of the period or any extension thereof allowed under sub-clause (1) the Syndicate may order such inspection or enquiry to be made as it considers necessary.
(3) After consideration of the representation, if any, the college concerned, and the results of such inspection or enquiry, if any, the Syndicate may drop the proposal or place before the next meeting of the Senate their recommendations together with all connected papers.
(4) On receipt of the representation of the college concerned, or if no such representation of the colleges is received on the expiration of the period or any extension thereof allowed under sub-clause (1) the Syndicate may order such inspection or enquiry to be made as it considers necessary.
(5) After consideration of the representation, if any, the college concerned, and the results of such inspection or enquiry, if any, the Syndicate may drop the proposal or place before the next meeting of the Senate their recommendations together with all connected papers.
13. Decision by the Senate.—On receipt of the recommendation of the Syndicate, the Senate shall decide whether to accept the recommendations with or without modifications, or to reject the same.
If the Senate accepts the recommendations with or without modification, the college shall be deprived of such of its privileges from 10 the ensuing session or from such date as the Senate may specify. When a decision is made depriving a college, whether in whole or in part, of its privileges, the grounds of such decisions shall be stated. The decision of the Senate shall be communicated to the College concerned.
14. Suspension of instruction and lapse of privileges.—It shall be open to a college, after obtaining the previous approval of the Syndicate to suspend instruction from the beginning of an academic year in any subject or subjects or courses of study in which the college is admitted, for want of students, or on any other grounds. The classes in the subject or subjects suspended shall not be restored without obtaining the previous sanction of the Syndicate, and if the work is not resumed at the end of a period of four years the admission previously granted shall be regarded as having lapsed.
15. Non-opening of classes and lapse of privileges.—If for any reason, a college is unable to open classes and impart instruction in any of the subjects in which the college is admitted, for a period of three years, the admission previously given in such subjects shall be regarded as having lapsed.
16. Evening College -
(1) An Evening College may be started for the benefit of office employees and other wages earners at such places as may be defined by the Syndicate.
(2) The provisions of the above articles regarding grant of affiliation may be relaxed in the following matters in the case of the Evening College:—
(a) The security deposit may be reduced up to 50%
(b) An Evening College will be allowed to function in the building of an existing college.

(c) An Evening College should be given affiliation in a subject requiring attendance at practical classes only if it arranges for the use of the laboratory of the institution in which it is functioning, provided that adequate requisite facilities exist.
(d) No additional provision of library need be made if the institution in which the college is functioning has a suitable library, the use of which is permitted to the staff and students of the Evening College.
(e) An Evening college may be allowed to have part-time teachers including retired persons provided that they are qualified as per the latest guidelines issued by the UGC and accepted by the State Government.
17. Number of Seats -The University shall fix the maximum number of students to be admitted in each class of each college depending upon the facilities available in the college.
18.Time Frame for disposal of Application
1.
Last date of submitting proposal for affiliation in the University By 15th September of each year.
2.
Forwarding of proposal by the University to the Directorate of Higher Education after inspection by expert team.
By 15th January of each year.
3.
Comments to be submitted by the Directorate of Higher Education, if any.
By 15th February of each year.
4.
Compliance on the comments by the Universities.
By 15th March of each year.

5.
Final date for issuance/grant of affiliation for the relevant academic year.
By 15th May of each year.
The time frame for disposal of application shall be notified by the Directorate of Higher Education from time to time.
19. The Statutes shall come into force in supersession of the Statutes approved by the Chancellor on 19.04.1986 vide letter no: BSU-16/86-1098-G.S.(1).
