Section 9: University open to all classess, castes, creed, religions, languages and gender The University shall be open to all persons irrespective of class, caste, creed, religion, language or gender.

Provided that nothing in this section shall be deemed to prevent the University from making special making special provisions for preference in admission to students who are locatl resident of the state and for SCs, STs, and other backward classes.

It shall abide by direction issued by the State Government in this regard.
