In section 39 of the principal Act, in sub-section (1) for the words and figures “or on the date of the publication of the names of the elected members under section 27” the words, figures and brackets “or on the date of first meeting convened under sub-section (2) of section 41 for election of chairman and Vice-chairman” shall be deemed to have been substituted with effect from the eighth day of October 1996.
