Films certified by the Central Government with the previous approval of the Central Film Advisory Board to be scientific films, films intended for educational purposes, films dealing with news and current events or documentary films or films of the type specified in section 12 and produced by the State Government or by a Corporation owned or controlled by the State Government or by an Industrial undertaking of the State Government and certified by the Board of Film Censors may be approved by the State Government under section 12 and the provisions of rules 17 to 23 shall not apply to such films.
