For rule 17 of the Karnataka Civil Services (General Recruitment) Rules, 1977, the fdllowing shall be substituted, namely:- "17. Appointment by direct recnritment or by promotion in certain cases:-Notwithstanding arrything contained in these rules or in tl:e rules of recruitment specially made in respect of any service or post, ttre appointing authority may-

(b) fill by promotion a vacancy required to be filled by direct recruitment when such vacancy is not likely to last for more tJran one year. Note: Save as provided in Clause [b), no promotion shall be made against a direct recruitment vacancy.
