Where the ‘revised scale’ of pay applicable to posts in two different cadres in the hierarchical line of promotion is the same, notwithstanding anything contained in the rules regulating recruitment thereto, the cadre shall be deemed to have been amalgamated and no promotion shall be permissible from one such cadre to the other as from the date of publication of these rules in the official Gazette.
