In rule 10 of the said rules, for sub-rule (1), the following shall be substituted, namely:- “(1) Subject to the provisions of this rule and rules 13, 17, 20, 21, 36 and 37 the Minister-in-charge, shall be primarily responsible for the disposal of the business pertaining to his department."
