(1) When the subject of the case concerns more than one Department no order shall be issued nor shall the case be laid before the Cabinet until it has been considered by all the Departments concerned unless the case is one of extreme urgency.
(2) The Secretary of the Department shall ensure that all the Departments concerned have been consulted before he submits a case to the Minister-in-charge or Deputy Minister as the case may be for orders.
