The Commissioner of the Authority shall in the month of December of each year, prepare and submit to the Authority a Budget containing detailed estimates of income and expenditure of the Authority for the ensuing financial year commencing on the first day of April next following together with a complete account of the actual and expected receipts and expenditure for the financial year ending on the 31st day of March next following along with other details in such proforma as may be required by the Government.
