The Board shall, from time to time, prepare and submit for the sanction of the Government a schedule of the staff of officers and servants whom it may consider necessary and proper to employ for its purposes. Such schedule shall also set forth the amount and nature of the salaries and allowances which the Board proposes for each such officer or servant. No alteration in the sanctioned scheduled shall be made without prior sanction of the Government.
