(1) 1[The 2[contribution]2]1 shall become payable under this Act on a written notice of demand therefor issued by 1[the Betterment Levy Officer]1 being served on land holder 3[in the same manner as the notice under subsection (4) of section 4 is required to be served.]3 4[Provided that no notice of demand shall be served on a landholder until an order made under sub-section (5) of section 4 becomes final;]4

(2) For the avoidance of doubt, it is hereby declared that it shall not be necessary to serve notice on any person other than the landholder, who has an interest in the land or on a successor-in-interest of the landholder or in respect of any instalment of the 1[contribution.]1
