Whereas the State Government has not been received any objections and suggestions regarding this draft rules;

Whereas the State Government has not been received any objections and section (1) of section 8 of the Kannada Language Learning Act 2015, (Karnataka Act No.22, 2015) the Karnataka Government hereby makes the following Kannada Language Learning Rules, 2017, 2
1. Short title and commencement:- These rules may be called as Kannada Language Learning Rules, 2017;
(2) These rules shall come into force from the date of their publication in the Karnataka Gazette.
2. Definitions:- (1) In this rule, unless the context otherwise requires:-
(a) “The Act” means the Kannada Language Learning Act, 2015 (Karnataka Act No.22 of 2015);
(b) “Block Education Officer” means Block Education Officer of the respective Education block, Department of Public Instruction;
(c) “Karnataka Textbook Society” means, a Society constituted by the Government for preparation, printing, sales and supply of school text books; and
(d) “Section” means a section of the Act
(2) Words and expressions used in this rule but not defined shall have the same meaning assigned to it in the Act.
3. Academic year to be introduced Kannada Language Learning:- In those schools which have not introduced the teaching of Kannada as a first or second language from the academic year 2015-16, under section 3(2) of the Act, shall introduce the teaching of Kannada as a first or second language in standard-I from the academic year 2017-18 and in the Standard-I and Standard-II from the academic year 2018-19 and in a like manner Kannada Language Learning shall be extended upto Xth standard in the phased manner as stated below:- Academic year Standard 2017-18 1st Standard 2018-19 1st and 2nd Standard 2019-20 1st, 2nd and 3rd Standard 2020-21 1st, 2nd, 3rd and 4th Standard 2021-22 1st, 2nd, 3rd, 4th and 5th Standard 2022-23 1st, 2nd, 3rd, 4th, 5th and 6th Standard 2023-24 1st, 2nd, 3rd, 4th, 5th, 6th and 7th Standard 2024-25 1st, 2nd, 3rd, 4th, 5th, 6th, 7th and 8th Standard 2025-26 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th and 9th Standard 2026-27 1st, 2nd, 3rd, 4th, 5th, 6th, 7th, 8th, 9th and 10th Standard
Provided that, for the students who have migrated to Karnataka from other States and are seeking admission in the 2nd to 10th standard, the textbook prescribed for 1st standard shall be taught in the first year of their studies in Karnataka. Textbooks to be learnt in the 2nd and subsequent years shall be of 2nd standard, 3rd standard and subsequent higher standards respectively.
(2) In the school where, 1st standard is not a initial class, shall start the teaching of Kannada as a first or second language at initial class level itself from the academic year mentioned in the above table.
4. Textbooks prescribed for teaching Kannada as first or second language compulsorily.- The following textbooks have been prescribed for teaching Kannada as first or second language in all medium schools.

(1) As far as Kannada First Language books from 1st standard to 4th standard are concerned, Nalikali books are applicable to Government schools and Kalinali books are applicable to private schools.
(2) The above books shall be purchased from the Karnataka Textbook Society.
5. Appointment of Competent Authority.- The officers who have been appointed vide Government Notification No.ED 240 PGC 2017, dated:10.05.2017 shall be the Competent Authority to the schools coming under their respective jurisdiction in order to implement Kannada Language Learning Compulsorily in all schools and monitor the schools to ensure about implementation of Kannada Language Learning and take action against those which have not implemented.
6. Duties of Competent Authority.- (1) The Competent Authority shall identify all medium schools existing at the beginning of academic year coming under the jurisdiction of their respective Educational District;
(2) Necessary action shall be taken to implement Kannada Language Learning compulsorily in all the schools. The Competent Authorities shall issue necessary Circular and guidelines in this regard to the Schools of their respective jurisdiction at the beginning of the academic year;
(3) The Block Education Officers of each educational block, shall consolidate and record the school wise report regarding implementation of Kannada Language Learning in the schools of their jurisdiction and information of the schools which are implemented and not implemented the Kannada Language Learning (Information of Primary and High Schools) shall be submitted to the concerned Competent Authority separately through DDPI.
(4) If any complaints are received by the Competent Authority in this regard against the schools which have not implemented these rules, the Competent Authority shall conduct enquiry under sub-section (1) of section 6 of the said Act.
(5) Before conducting enquiry in this matter, the Competent Authority shall take necessary action to visit school, verify the necessary document, serve a notice or take needful action.
(6) The inquiry will be conducted by the Competent Authority within thirty days from the date of serving the notice. In case, the allegation levelled against schools is proved after enquiry, it would be violation of the Kannada Language Learning Act, 2015 and 4 section 7 of the Karnataka Education Act, 1983 and rule 4 of these rules on part of such schools. The Competent Authorities are empowered to impose penalty on such schools as stated in section 128 of the Karnataka Education Act, 1983.
(7) The Competent Authority shall ensure within the framework of rules as to each school has implemented the Kannada Language Learning Compulsorily by teaching First and Second Language Kannada text books prescribed by the Government and adequate text books are available.
