If, with a view to operating its schemes, the Authority has stopped or reduced the supply of water to any person for agricultural, industrial or domestic purposes which such person was prior to such stoppage or reduction, enjoying by virtue of any prescriptive right, the Authority shall arrange such supply of water on the same terms as before.
