A vacancy in the cadre of lecturers in a private Pre-University college will come into operation only if the subject and the number of posts in that subject are approved by the Director on the basis of the norms prescribed under rules 10 and 13. However, eligibility for grant-in-aid shall be determined in accordance with rule 21.
