Whenever any cattle and premises and materials used or intended to be used for the commission of such offence and detained under the provisions of this Ordinance, the Sub-Divisional Magistrate or the Sessions Judge hearing an appeal under section 10 shall have and any other officer or court, tribunal or authority shall not have jurisdiction to make orders with regard to the custody, possession, delivery, disposal or distribution of such property.
