15. Misconduct: A candidate found guilty of

d' There shall be negative marking for incorrect answers (as detailed below) for alt questions except some of the questions where the negative marking shall be inbullt in the form of different marks being awarded to the most appropriate and not so appropriate answer for such questions, namely:-

(i) There are four alternative answers to every guestion. For each guestion, of which a wrong answer has been given by the candidate, one fourth (0.25) of the marks assigned to that question sha, be deducted as panarty;

(iillf a candldate gives more than one answsr to a question, lt shalt be treated as a wrong answer even if one of the given answers happen to be correct and there shall be same penalty in accordance wlth clause (i);

(iii) lf a guestion is left blank i.e. no answer is given by the candldate, there shall be no penalty for that question.

And whereas, objections and suggestions received have been considered by the state Government.

Now, therefore, in exercise of the powers conferred by sub-section(1) of section 3 read with section 8 of the Karnataka state civil services Act, 1978 (Karnataka Act 14 oi 1990) the Government of Karnataka makes the following rules namely:

1. Title anil comme[cerDert,- (1) These rules may be catled the Karnataka Recruitment of Gazetted Frobationers (Appointment by Competitive Examinations) (1 lth Amendment) Rules, 2014.

(2) They shall come into force from the date of their publication in the official Gazette.

2' AEerrdEent to rure 6: In the Kamataka Recruitment of Gazetted probationers (Appointment by Competitive Examinations) Rules, 1997 (hereinafter referred to as the said rules) in the rule 6, the follolring proviso shall be inserted at the end, namely:_ " Provided that in respect of notification to be issued for 452 vacant posts in the yea,. 2ol4 or 2015 and for the subsequent notifications to be issued for the next immediate recruitment, candidates who are otherwise eligible shall be allowed two more attempts over and above the eligible number of attempts,.

3. Amendment of Schedule II: In Schedule U, to the said rules, (D under Section I, for the sub-heading Part-B the entries relating thereto, the following shall be substituted, namely:- The Main Examination shar consist of written examination and personality test.

2. The Examination shall be of conventional, Descriptive type in nature and all papers are compulsory.

3. The question papers shall be set both in Kannada and in English. A candidate may answer a paper either entirely in Kannada or in English.

4. The standard of the Main Examination except Paper I Kannada and Paper II English shall be that of Degree level. The standard of paper I Kannada and Paper II English shall be that of First Language Kannada and First Language English respectively at SSLC level.

S. All seven papers are compulsory. Paper II to V consists of three sections. Each paper carries a maximum of 250 marks and duration of three hours only.

C. personality Test: The candidate will be interviewed by a board who will have before them a record of his or her career except marks secured in their main examination. He/ she will be asked questions on matters of general interest. The object of the interview is to assess the personal suitability of the candidati for a career in public lervices by a board of competent and unbjased observers. The test is intended to judge the mental caliber of a candidate. In broad terms, this is really an assessment of not only ti"7=tr.. intellectual qualities but also social traits and his/her interest in current affairs. Some of the qualities to be judged are mental alertness, critical powers of assimilations, clear and logical exposiiion, balance of judgement, variet5r and depth of interest, ability for social cohesion "nd l.aa"rship, intellectual and moral integrity. The technique of the interview is not that of a strict "ro"" .*^ilination but of a natural, though directed and purposive conversation which is intended to reveal the mental quatities of the candidate. The interview test is not intended to be a test either of the specialized or general knowledge of the candidate which has been already tested through written p"p..". AEcndDetrt to schedule II.- In the Kamataka Recruitment of Gaz€tted Probationers (Appointment by Competitive Examinauons) Rules, 1997, tn Schedule tr, under heading scctlor I, for the sub-heading "Part4. Personality Test" and the entries relating thereto, the following shall be subsututed, namely:- "C. Pcrsoaelity Test.- (l) The candidate selected for the Personality Test shal be Intefiewed by a Interview Board Constituted by the Chairman, the Karnataka Pub[c Service Commission, consistlng of Four(o4) Persons, of which two persons shall be Members of the Kamataka Public Service Cornmission and O2 persons shall be Advisors/Experts drawn from among the Retired Members of All India Services, Retired Members of the Central Services Group-A (equivalent to the hnctpal Secretary/SecretaSr to Government of Karnataka). Retired Vice-Chancellors of Central or State Universiues, Retired Professors of Indian Insututes of Technologr and Retfed Professors of Indian Insututes of Management, Retired Professors of Indian lnsutuuon of Public Administration and Training Insututes belonging to the Karnataka State and Retired Professors of State Universities of Karnataka. All Advisors/Experts shall have knowledge of Kannada Language. The Senior most member of the Karnataka Public Service Comrnission present in the Board shall preside over the interview Board.

(2) The Commission shall call the candidates who had cleared the main exarnination, for a persona.lity test, in the rauo of three candidates for one vacanry in the Group-A ard Group-B services in the ascending order of their Register Numbers ensuring tie reservations for candidates belonging to the Scheduled Castes, Scheduled Tribes and Other Backward Classes and other categories provided by law or by general or special order in the same ratio of vacancies reserved for t.l.em. The marks secured by the candidates in the Main Examinauon shall not be disclosed to members of the Interview Board. Persona.lity Test shall car{r a maximum of 2OO marks.

(3) With respect to the Personality Test to be conducted by ttre Karnataka Public Service Cornmission, the date of Personality Test shall be inumated to candidates well in advance, in writing. The random selecuon of Candidate for the Interview Board for Personality Test shall be made by draw of lots at 9 a.m. on the day of the scheduled Personality Test. Each member of Interview Board shall award marks separately and average of marks awarded by all O4 (four) members of the Interview Board shall be considered to be the final total marks awarded to the candidate in the Personality Test.

(4) Each candidate sha.ll undergo Personality Test ideally for duration of 25 to 30 minutes.

Only a maximum of nine candidates shall be called p€r day, five in the forenoon and four in the afternoon. Every week the Members of the Karnataka Public Service Commission and Advisors/Experts of an interview Board shall be changed by the Chairman, the Karnataka Public Sewice Comrnission.

(5) The Interview Boa.rd members sha]l only have before them a record of career of the candidate who is to be intenriewed by the Interview Board. The candidate shall be asked questons on matters of general interest. The object of the interview ls to assess the personal suitability of the candidate for a career in public services by the Interview Board- The members of the Intewiew Board shall be competent and unbiased observers. The test is intended to judge the mental calibre of a candidate. In broad terms, interview shall be really an assessment of not only their intellectual qualities but also social traits and their interest in current affairs. Some of the qualities to be judged are mental alertness, criucal powers of assimilation, clear and logical exposition, balance of judgment, variety and depth of interest, ability for social cohesion and leadership, intellectual and moral integrity. The technique of the interview is not that of a strict cross examinauon but of a natural, though directed and purposive conversauon which is intended to reveal the mental qualities of ttre candidate. The interview test is not intended to be a test either of the specialized or general knowledge of the candidate which has been already tested tlrough written examinaUon. The candidates are expected to have taken an intelligent interest not or y in their special subjects of academic study but also in the events, which are happening around them, both within or outside their o\pn state or country as well as in modern current of thoughts and ln new discoveries which shall rouse the curiosit5r of well educated youth.

(6) After a Candidate, who has been interviewed by the Interview Board leaves the venue of ttre Interview, the Presiding Member of the Interview Board and the three other members of the interviev/ Board, shall separately award marks to the candidate and average of marks awarded by all O4(four) members of the Interview Board shall be considered to be tfre final total marks awarded to the candidate in the Personality Test."

Arnendment to rule 5.- In the Karnataka Recruitment of Gazetted Prcbationers (Appointment by Competitive Examinations) Rules, 1997, in rule 5, for the second proviso, the follo*'ing shall be substituted, namely:- "Provided further that, the upper age limit shall be relaxed in the case of a candidate who is an ex-serviceman by three years plus the number of years of service rendered by him in the Armed Forces of the Union."

2. Definitions.- (1) In these rules, unless the context otherwiserequires,-

(a) " 1998 batch Gazetted probationer" means an oflicer who is serected asper the Karnataka pubric service commission selection list published on28'02'2006 and also selected as per the finar revised select list of 1g9gbatch, published by the Karnataka public Service Commission on22'O8'2019, or subsequent serection lists published based on furtherorders of any Court or Tribunal as the case may be pertaining to 199gbatch (hereinafter referred to as finar revised select rist) in accordancewith the Karnataka caz:tled probationers (Appointment by CompetitiveExaminations) Rules, l99Z in pursuance witt the judgment p."".a iythe Hon'ble High Court in W.p. No. 22624/2012 c/w 41366/2012, 2 27730/2012, 43718 and 4372o-437s2/2o12, 4297 12013, r733l2or3 oa 2l-O6-2016 and orders of the Hon'ble Supreme court in its order dated: 1 1.04.20 18 upholding the order dated,'. 21.06.20 16 of the Hon'ble High Court of Karnataka or any other Court or Tribunal as the case may be.

(b) "Fresh Candidate" means new candidates who are inducted into the service in accordance with the Karnataka Gazetted Probationers (Appointment by Competitive Examinations) Rules, 1997 as per the order dated 21.06.2016 of the Hon'ble High Court of Karnataka and find place in the final revised select list dated,: 22.08.2019 or subsequent selection lists published based on further orders of any Court or Tribunal as the case may be pertaining to 1998 batch, Gazetted Probationers, but were not selected in the 2OO6 original select list.

(c) "New Service" means service or cadre allotted to the 1998 batch Gazetted Probationer as per the linal revised select list.

(d) "Previous or earlier Service" means post held by the 1998 batch Gazetted Probationer as per 2006 original select list (hereinafter referred to as original select list) in accordance with the Karnataka Gazetted Probationers (Appointment by Competitive Examinations) Rules, 1 997.

3. Appllcatlon.- (l) These rules shall be applicable to the 1998 batch Gazetted Probationer who has joined the service in pursuance to the 2006 original select list and who has undergone change in Service or Department or Cadre as per final revised selection list and have joined the new service and continued to serve as such,
