If any competent authority makes or any officer or authority induces, influences or dictates the competent authority to make order of posting or appointment or transfer in contravention of the provisions of this Ordinance or the rules made there under such authority or officer shall on conviction be punishable with fine which may extend to five thousand rupees and with an imprisonment for a term not exceeding one month.
