(1) The Vice-Chancellor shall be a whole time officer of the University and he shall be appointed by the Chancellor from the panel of eminent academician or scientist in Horticultural Sciences drawn by the Search Committee which shall consist of the following persons, namely:-
(i) Director General, ICAR
(ii) Chairman, UGC or his nominee
(iii) One nominee of the Chancellor
(iv) One nominee of the State Government
Provided that one of the members shall be nominated by the Chancellor to act as Chairman of the Committee. The Secretary to Government incharge of Horticulture Department or his nominee not below the rank of the Deputy Secretary to Government shall be the convener of the Search Committee.
(2) The committee shall submit a panel to the Chancellor, within such period as he may specify. The Chancellor shall, keeping in view merit, equity and social justice and appoint one person from the panel. If the Chancellor does not approve any of the names recommended by the Committee, he may with the concurrence of the Government call for a second panel if he considers necessary. If the Committee fails to submit a panel within the period so specified, the Chancellor may appoint any person whom he deems fit to be the Vice-Chancellor.
(3) Notwithstanding anything contained in sub-sections (2), the first Vice- Chancellor of the University shall be appointed by the Chancellor on the recommendation of the State Government.
(4) The Vice-Chancellor shall hold office for a term of four years or until he attains the age of 65 years, whichever is earlier. He shall not be eligible for reappointment.
(5) The emoluments and other conditions of service of theVice-Chancellor shall be such as may be determined by the Chancellor and shall not be varied to his disadvantage after his appointment as Vice-Chancellor.
(6) The Vice-Chancellor may relinquish his office by resignation in writing under his hand addressed to the Chancellor which shall be delivered to the Chancellor normally 60 days prior to the date on which the Vice-Chancellor wishes to be relieved from his office, but the Chancellor may relieve him earlier.
(7) In the event of a temporary vacancy of the post of Vice-Chancellor or in his absence on leave or for any other reason, senior most Director with the approval of the Chancellor, may perform the duties of the Vice-Chancellor for a period not exceeding six months.
(8) The Vice-Chancellor shall not be removed from his office except by order of the Chancellor passed on the ground of misbehaviour or incapacity or if it appears to the Chancellor that the continuance of the Vice-Chancellor in office is detrimental to the interests of the University, after due inquiry by such person who is or has been a Judge of High Court to be nominated by the Chancellor in which the Vice-Chancellor, shall have an opportunity of making his representation.
