Notwithstanding anything in this Ordinance, and until such time as the authorities or bodies of the Universities are duly constituted in accordance with the provisions of this Ordinance or Statues or regulations, the Vice-Chancellor may, subject to the prior approval of the Chancellor, appoint committees temporarily to exercise, perform, and discharge any of the powers, functions and duties of such authorities or bodies under this Ordinance or statues or regulations.
