(1) The Government may 1[either suo motu or on an application by an aggrieved person]1 call for the records of any proceedings of the Board or any officer subordinate to the Board for the purpose of satisfying itself as to the legality or propriety of any order or proceedings and may pass such order with respect thereto as it thinks fit.

(3) No order under sub-section (1) or sub-section (2) shall be made to the prejudice of any person unless he has had a reasonable opportunity of being heard.
