If any occupier upon whom notice has been serve-d under section 7 fails to comply with the notice w1thin the t1me specified by the inspecting officer, or, in cases where an appeal has been preferred, by the prescnbcd officer on appeal, he shall be deemed to have ~com mitted an offence under this Act and the prescr1bed remed1al or preven tive measures may be carried out by the msp3ctmg officer or under his superviswn.
