(1) \Vhenever th(" owner of a hackney ca11 1age rhan£ies his rc~idence, or the place where ~urh ca~riage is kept, he shall withm one week from the date of such change forward lm licence and give to the reg1~tenng authonty a notice in wntmg signed by him ~pec1fymg the new re>~dence or place.

(2) Eve1 y ~uch owner \v ho neglects to forward his li.ccnce or give such notice shall be ha ble to a fine not exceeding twenty rupees.
