Every decision taken at a meeting of the Board shall be recorded in a Minutes Book at the same meeting and signed by the Chairman. The Minutes Book shall be a permanent record. The minutes of every meeting of the Board showing, inter alia, the names of members present there at shall be circulated to all the members present (in the State) not later than 1[twenty one] days from the date of the meeting.
