(1) Notwithstanding anything contained in any other law for the time being in force, where the highway authority is satisfied that any act which involves any of the activities mentioned in clause (f) of section 2 or sub-section (1) of section 19 done by any 10 person before the commencement of this Act has caused or is likely to cause accumulation of water in the highway or obstruction to the free flow of any water course or other damage to the highway, the said authority may direct such person in writing to take such measures as may be necessary to remove any obstruction or to provide for free flow of water.
(2) Any person who has been issued a direction under sub-section (1) shall comply with it within fifteen days from the date of its receipt and such person, if fails to comply with the direction, shall be deemed to have contravened the provisions of section 13 or section 19, as the case may be.
