Notwithstanding anything contained in any law for the time being in force 2[all enterprises being established or proposed to be established or operating] in industrial area shall be exempted from obtaining permits from Municipalities or Grama Panchayats Town Planning Department or Development Authorities for construction of buildings 3[including expansion, diversification, modernisation and issue of trade licences] for starting an 4[enterprise].
