Where there has been failure of crops in any area, the Government may notwithstanding anything contained in this Act, by notification, for reasons to be specified in the notification, make an exemption or reduction in rate in respect of the irrigation cess leviable under this Act on any land included in the notification for such period as may be specified therein.
