THE MAINTENANCE AND REPAIRS OF CONVEYANCE OF MINISTERS AND SPEAKER RULES, 1954 (Rules framed by Government under Section 6 of the Act)
1. The cars provided by the Government for the use of the Ministers, the Speaker, the Deputy Speaker, the Leader of the Opposition and the Chief Whip shall remain the property of the Government, Additional cars may be supplied to the Ministers, the Speaker, the Deputy Speaker, the Leader of the Opposition and the Chief Whip only when the cars supplied are out of order or undergoing repairs.
2. The fee for registration and initial and quarterly taxation licence of the motor cars shall be met by the Government.
3. The expenditure on the replacement of worn out or broken parts and their fitting charges shall be met by the Government, including the expenditure on renewal of tyres and tubes.
4. The expenditure on ordinary running repairs of the cars shall be met by the Government.
5. The expenditure on periodical servicing of the cars including the cost of oil for oil change during such periodical servicing shall be met by Government;
but the expenditure on running expenses such as wages of cleaners, petrol, oil and the like shall be met by the Ministers, the Speaker, the Deputy Speaker, the Leader of the Opposition and the Chief Whip in respect of the cars used by them.
6. Government shall supply at Government cost drivers for the cars of the Ministers, the Speaker, the Deputy Speaker, the Leader of the Opposition and the Chief Whip
7. All repairs to the cars on account of accidents shall be met by the Government.
8. Whenever there is a change in the Ministry or in the office of the Speaker or the Deputy Speaker, the Leader of the Opposition or the Chief Whip the car used by the Minister or the Speaker or the Deputy Speaker or the Leader of the Opposition or the Chief Whip as the case may be, shall be overhauled thoroughly at the expense of the Government, whenever, it is found necessary before it is handed over to the successor in office.
9. Outlays on the supply of articles such as carpets, cushion covers, oil filters and the like shall be met by the Government: Provided that such outlays shall be on articles that tend to prolong the life and serviceability of the car.
10. The question of replacing a car shall be considered when it has run not less than 50,000 miles or earlier for special reason to be recorded in writing.
11. Every Minister, the Speaker, the Leader of the Opposition and the Chief Whip shall also be entitled to use, without payment of charges, a Government conveyance in addition to the conveyance referred to in rule I for journeys on public business in places beyond a radius of eight kilometres of the City of Trivandrum.
12. 1f cars are provided under circumstances other than those mentioned in rules I and II, ordinary hire charges as are recovered from Government servants shall be recovered from them also.
