(i) NotwitLst.wdmg any thing contamed 10. any provisiOn of the Madras District Boards Act, 1920 (heremafter referred to as the principal Act), it suall be lawful for the Government to appomt, by not1ficatwn m the Gazette, a Special Officer to exercise the powers, discharge the duties and perform the functions of the Malabar Distnct Boa.rd, consttLut.oJ under the prmcipal Act, and of Its president includmg hi~ powers and duties as Kxecwtive Authority.
(2) Where a Special Officer has been appomted under sub st-ction (1), ht> shall exerCise the powers, discharge the dut1e<> and per form the functwns of the Malabar D1stnct Board. constituted under the principal Act, and of its president including his powers and duties as ExecutiVe Authority and he shall be entitled to the same protection under the pn nCJpal Act as the D1strict Board or Jt'l pres1dent, as the case may be, whose powers he IS exercising.
