Notwithstanding anything to the contrary cont;tiucd in this Act, a11 arrears of Rajabhogam which accrued due bef(,re the appoi11tcd day and remain unpaid to the Mathapram 011 that day shall he rccov~rabJc by or on behalf of the Mathapram in the 1ame rrlanner as they wcr(: recoverable immediately before the appointed day.
(j. J>ower to nzake rules.-( 1) The Government may, by notification in th~ Gazette, make rules to carry out the purpo'ies of this Act.
(2) Every rule made under this sectjon shall be laid, as soon as may he nft(!r it is made, before the Legislative Assembly whzle it 1~ in session fot a to1al period of fourteen days \\'hich may be comprised in OJlC sc.ssion or in two successive sessions, and if, before the expiry of the scs,ion in which it i~ RO laid or the session immediately following, the Lcgislat1vc As'icmbl y makes auy n1odification itl the rule or dcctdes that the rule should not be made, the rule: shall theceafter have effect only in such modtfiect fortn or be of no effect, as the case may be; so however that any such modification or annulment shall be without prejudice to the v~lidity of anything previously done • un(Icr rhnt ruJe.
