(1) സര്ക്കാരിന്, ഉത്തരവ്് േുകഖന, കബാര്ക്ഡിന്റെ ോരയക്ഷമോയ നടത്തിപ്പിനായി, ആവ്ശ്യോയന്ത്ത എണം വ്ിവ്ിധതരത്തിലുള്ള തസ്തിേേൾ സൃഷ്ടികുേയും അവ്യ്കുള്ള കയാഗയതേളും നിയേനരീതിയും ശ്മ്പളവ്ും ബത്തേളും േറ് കസവ്ന കവ്തന വ്യവ്സ്ഥേളും നിര്ക്ണയികാവ്ുന്നതുോണ്.
(2) കബാര്ക്ഡ് രൂ ീേരികന്റപ്പട്ടതിനുകശ്ഷം ഉക്യാഗസ്ഥരുന്റടയും ജ്ീവ്നകാരുന്റടയും നിയേനം സര്ക്കാര്ക് വ്േുപ്പുേളില്നിന്്ന അനയപ്തകസവനം േുകഖനകയാ അന്റല്ലങ്കില് നിയേനത്തിന്റെ നിബന്ധനേൾക് സര്ക്കാര്ക് അരിേരൂ ം നല്േിയതിനുകശ്ഷം കബാര്ക്ഡിന് കനരിട്ടുള്ള നിയേനം വ്ഴികയാ നടത്താവ്ുന്നതാണ്.
