Section 28: Power to remove difficulties

(1) If any difficulty anses m giving effect to the prOVlSJOns of this Act, the Government may, by order, do anythmg not mcons1stent w~tJh such provisions ,.which appear to 'lihem to be necessaTy or expedient for the purpose of removmg the dlfficulty. · •

(2) No order under sub-section (1) shall be mad~ after thr expiraltion of a penod of two yeru:s from •the commencement oi this Act s•jS21SSI~IMC.
