(2) The CommiSSion shalll call for any relevant mformation or document m respect of the allegatiOn of corruption from the petitiOner or the Govemment or any other pe1son or aulhonty who or wh1ch, m the opm10n of the CommiSSIOn IS 111 pos~e~s1on ol sur..h nfoJmdtJon or document, and thereupon the pet1t1oner or the Gove1nmen: or such other person or authonty shall be bound to furnish such mf0rma,tton or produce such document.

(3) Every prehmmary investigation under this section shall be conducted m pnvate and 111 camera and m particular the Identity of the petittoner, If any, or the pubJtc man affected by such mvesugat10n shall not be disclosed to the publtc or ~·he press whe>ther before, dunng or after such mvcstigation

(4) Save as aforesaid, the procedu1e for conducting any such investigatiOn shall be such as may be prescnbed by the Governor m .consultam with the CommiSSion.

II. (3) The Comrrnss1on shall, subject 1o ;the provisions of th1s Aci and •of 1he rules made thereunder, have power to regulate 1ts own procedure mdludmg the fixmg of the time and place of s1ttmg. . .

(4) The pubLc n1in agamst whom corruption has been alleged ~and the petitiOner, 1f any, shall have the nghit to be represented m person or by counsel.

(5) In every detailed investJgation under ·l:his ·Act, the Government shall be made a party.

(6) The ComJlllssJon may, Jf it ~Jdcrs necessary" to do so, havmg regatrd to the· nature and cu·cumsta.:nces of the case under mvest1- gatwn, appomt a counseU to ass1st 1t on ·such te1ms and conditions as may be prescr1bed.

(7) The' Commission may, at any stage, also permit­

(a) any witness, or
