8 Removal of agent.-If the agent cnntta .. enes any of the provisions of this Act or does not comply with any instructton issued by tbe Government under section 7, h1C\ agency shall, wu h.,ut prcjudict; to any penalty to which he is liable under th1s Act, be liable to be terminated:
