(a) every landholder shall, subject to the provisions of section 9, have full propnetorsh1p in the land comprised m his holdmg, and such right shall be hentable and alienable;

(b) except as prov1ded m section 10, no landholder shall be liable to pay rent to the Sreepadam Palace.
