All amounts due to the Government as arrears of Kuthakapattom or towards consideration for assignment of lands on registry shall be a first charge on the land held under such Kuthakapattom or assigned on such registry and shall be recoverable as arrears of land revenue under the Revenue Recovery Act for the time being in force.
