1. Short title and commencement. (1) These rules may be called the Kerala State Haj Committee(Amendment) Rules, 2022.
(2) They shall come into force at once.
2. Amendment of the Rules.- In the Kerala State Haj Committee Rules, 2020,-
(1) in rule 2,-
(a) in sub-rule (1),-
(i) for the word “act”, wherever it occurs, the word “Act” shall be substituted;
(ii) clause (k) shall be omitted;
(b) after sub-rule (1), the following sub-rule shall be inserted, namely:- “(2) Words and expressions used but not defined in these rules, but defined in the Act shall have the meanings respectively assigned to them in that Act.”
(2) in rule 3,-
(a) in sub-rule (1),-
(i) for the words “the Government of Kerala”, the word “Government” shall be substituted;
(ii) in clause (c), for the words “Kerala State”, the word “State” shall be substituted;
(iii) in clause (g), for the word “ex-Officio”, the word “ex-officio” shall be substituted;
(b) in sub-rule (2), for the word “clauses”, the word “items” shall be substituted;

(3) in rule 4,-
(a) in sub-rule (1),-
(i) for the first sentence,- the following sentence shall be substituted, namely:- “After the publication of the names of members of the State Committee under section 19, the Government shall convene within forty five days, the first meeting of the committee, for the election of the Chairperson by giving not less than ten clear days notice to the members.”;
(ii) in the proviso, for the words “ex officio” in italics, the word “ex-officio” shall be substituted;
(b) in sub-rule (2), for the words “the Government”, occurring at both the places, the word “Government” shall be substituted.
(4) in rule 5,-
(a) in item (a), for the words “forced to be taken”, the words “cause to be taken” shall be substituted;
(b) in the proviso to item (b), for the words and symbol “as may be prescribed.”, the words and symbol “as follows:” shall be substituted;
(c) items '(c)' and '(d)' shall be renumbered as sub-items '(i)' and '(ii)' respectively and in sub-item (ii) as so renumbered, for the word “presenting”, the word “representing” shall be substituted.
(5) in rule 7,-
(a) in sub-rule (1), for the words “time places”, the words “time and places” shall be substituted;
(b) in sub-rule(2),-
(i) for the word, symbol and figure “Rule,8”, the word and figure “rule 8” shall be substituted;

(ii) in the proviso, for the words “meeting on a date not later then”, the words “meeting on a date not later than” shall be substituted.
(6) in the marginal heading of rule 12, for the words “Executive Officer”, the words “the Executive Officer” shall be substituted.
(7) in rule 16,-
(a) in sub-rule (3), for the words “behalf of Haj Fund”, the words “behalf of State Haj Fund” shall be substituted;
(b) in sub-rule (4), for the words “forming part of the haj fund”, the words “forming part of the State Haj Fund” shall be substituted;
(c) in sub-rule (11),-
(i) for the words “It shall be responsibility”, the words “It shall be the responsibility” shall be substituted;
(ii) for the words “rents and other amount”, the words “rents and other amounts” shall be substituted.
(8) in rule 17,-
(a) in sub-rule (1), for the word, symbol and figure “Rule, 20”, the word and figure “rule 20” shall be substituted;
(b) in sub-rule (4), the words, brackets and figure “upon such orders as specified in sub rule (7)” shall be omitted.
(9) in rule 18, in item (a) of sub-rule (3), for the words “vide circulation”, the words “wide circulation” shall be substituted.
(10) in rule 21, after the marginal heading, the brackets and figure “(1)” shall be omitted.

The Subject Committee IX (Local Administration, Rural Development and Housing) of the Kerala Legislature, in its meeting held on 29.09.2021 recommended to correct the mistakes occurred in the Kerala State Haj Committee Rules, 2020 issued by notification under G.O.(P) No.17/2020/GAD. dated 23rd October, 2020 and published as S.R.O.
No.808/2020 in the Kerala Gazette Extraordinary No.2709 dated 9 th November, 2020. The Government have decided to amend the said rules in accordance with the recommendations of the Committee.
The notification is intended to achieve the above object.
