The Government may make rules for ensuring the medica] inspection and treatment of all school children, and prescribe the duties of local authorities in regard to such work

135. Earmarking of revenue by local authorities for expenditure on public health. Every municipality shall earmark not less than 30 per. cent of its income from all sources 34-127) IJ 122 other than grants made by the Government for cxpenditure on the advancement of public healih in its local area including expenditure on medical reliet, and every panchayat shall similarly earmark not less than 12 1\2 per cent of its income from such sources:
Provided that the Government may, for financial or other reasons, vary the provisions of this section to such extent as they may think fit in the case of any local authority.
CHAPTER XVIi RULES, BYE-LAWS PENALTIES, ETC 136 Power of Governnent to make rules——-The Government shal! in addition to the rule makmg powers conferred on them by any other provision contained in this Act have power to inake rules generally to carry out the purposes of this Act.
137. Penalty for breach of vules—— (1) In making a rule under Section 86, the Government may provide that a breach of such rule shall be punishable with imprisonment which may extend to three months or with fine which may extend to one hundred rupees or with both.
(2) In making a rule under any other provision contained in this Act, the Goveenment may provide that a breach of such rule shall be punishable—-
(i) with fine which may extend to one hundred rupees, and in case of a continuing breach, with fine which may extend to thirty rupees for every day during which the breach continues after conviction for the first breach; or
(ii) with fine which may extend to twenty rupees ror every day during which the breach continues after receipt of notice from the executive authority or the Health Officer to discontinue such breach, 138, Procedure for making and the effect of rules-—— (1) The power to make rules under this Act shall be subject to the following conditions :—
(a) A draft of the rules shall be published in the Gazette.
(b) Such draft shall not be further proceeded with until six weeks after such publication or until such later date as the Government may appoint.
(2) All rules made under this Act shall be published in the Gazette and upon such publication shall have effect as if enacted mm this Act.
