Section 23: Powers and duties of the Management Council

(1) The Management Council shall be the supreme authority of the University and shall have the power to review the actions of the Board of Management and the Academic Council save where the Board of Management and the Academic Council as provided in accordance with the 27 powers conferred upon it under this Act, the Statutes, the Ordinances or the Regulations and shall exercise all the powers of the University not otherwise provided for by this Act or the Statutes.

(2) The Management Council shall exercise and discharge the following powers and duties, namely:—

(a) to make, amend or repeal statutes, either on its own motion or on the motion of the Board of Management;

(b) to approve the financial estimates of the University submitted by the Vice-Chancellor;

(c) to hold and to control the property and funds of the University and issue any general or special instructions on behalf of the University;

(d) to accept the transfer and to dispose of any movable or immovable property on behalf of the University;

(e) to administer public and private funds placed at the disposal of, and accepted by, the University for specific purposes;

(f) to appoint the officers, teachers and other employees of the University in the prescribed manner and to approve appointments made by the Vice-Chancellor;

(g) to direct the form and use of the common seal of the University;

(h) to appoint such committees whether standing or temporary, as it may deem necessary for the proper functioning of the University;

(i) with the approval of the Government, to borrow, on the security of the property of the University or otherwise, money for the purposes of the University;

(j) to meet at such time and in such places as it deems necessary:

Provided that one ordinary meeting shall be held every quarter, and at least one half of its ordinary meetings shall be held at the seat of the University;

(k) to regulate and determine all matters concerning the University in accordance with this Act, Statutes, Ordinances, Regulations and to exercise such powers and to discharge such duties as may be conferred or assigned to it by this Act and the Statutes.

(l) to determine what degrees, diplomas and other academic distinctions shall be granted by the University;

(m) to cancel or amend any Ordinances passed by the Board of Management or any Regulation passed by the Academic Council;

(n) to institute fellowships, scholarships, studentships, bursaries, medals and prizes and to organize exhibitions in accordance with the provisions of this Act;

(o) to institute teaching or research post as it may deem necessary;

(p) to prescribe the terms and conditions of service of the employees of the University:

(q) to regulate emoluments and prescribe the duties and conditions of teachers;

(r) to cancel any degree or diploma or title or any other distinction granted to any person in accordance with the provisions of the Statutes;

(s) to appoint committees and to delegate to them such functions of the Management Council as it may deem fit;

(t) to form policies relating to Statutes and Ordinances;

(u) to make financial provision for the instruction, teaching, research, advancement and dissemination of knowledge in such branches of learning and course of study as determined by the Academic Council;

(v) to accept on behalf of the University, trust, bequest, donation etc.;

(w) to exercise such other powers and perform such other duties as may be conferred or assigned, to it by this Act or the Statutes.
