Section 63: Registered graduates

(1) Subject to the provisions of sub-section (2), the following persons shall be entitled to have their names entered in the register of registered graduates or deemed registered graduates, maintained by the University, namely:—

(i) who are graduates of the University;

(ii) who are graduates holding a degree in Veterinary and Animal Sciences or Dairy Science and Technology of any existing University in the State;

(2) A person shall not be qualified to have his name entered in the register of graduates, if he,—

(i) is of unsound mind and stands so declared by a competent authority;

(ii) is an undischarged insolvent;

(iii) is convicted for an offence involving moral turpitude;

(iv) is a registered graduate of any other University established by law in the State;

(3) Every person who intends to be a registered graduate shall make an application to the Registrar in such form and make payment of such fees, as may be prescribed by the Statutes. The Registrar shall, after making such inquiry as he thinks fit, decide whether the person is entitled to be a registered graduate.

(4) If any dispute arises as to whether a person is entitled to have his name entered in the register of graduates, it shall be decided by the Vice-Chancellor after 52 making or causing to be made such inquiry as he thinks fit and such decision shall be final.

(5) The Chancellor may, on the recommendation of the Board of Management supported by a majority of not less than two-third of its members present at its meeting, such majority comprising not less than one-half of its members, remove the name of any person from the register of graduates for such period as the Chancellor thinks fit, if such person has been convicted by a court for any offence which, in the opinion of the Board of Management, is a serious offence involving moral turpitude.

(6) No action under the above sub-section (5) shall be taken unless the person concerned is given an opportunity of being heard.
