(1) The University shall, subject to the provisions of this Act and Statutes, be open to all.
(2) Nothing contained in sub-section (1) shall require the University,—
(a) to admit to any course of study any person who does not possess the prescribed academic qualification or standard; or
(b) to retain on the roles of the University any student whose academic record is below the minimum standard required for the award of a degree, diploma certificate or other academic distinction; or
(c) to admit any person or retain any student whose conduct is prejudicial to the interests of the University or the rights and privileges of other students and employees; or
(d) to admit to any course of study students larger in number than those prescribed.
(3) Subject to the provisions of sub-sections (1) and (2), the Government may direct that the University shall reserve in colleges seats for scheduled castes, scheduled tribes and backward classes as may be notified from time to time and candidates from other States and Union Territories in India:
Provided that no such person shall be entitled to be admitted to the University unless he or she meets the standards laid down by the University in respect of such candidates.
