The Commission may delegate: necessary financial pewers to its offic.,rs for enauring expe<litious disposal of work and smooth and efficient functiomng of the organi:u.tion. The CO'D'ftission may make suitable rules in this behalf for the guidance ofits staff in order to ensure that these powers are judiciously used by the officers concerned.

(1) The Commission shall aj,point one or more Certification Colnmiltees which shall grant certificates to prOducers of or dealers in kbadi or the products of any village indu&tty, in 3!:c:.p~dance with.certiflaltion rules for Issuance, renewal and validity of Kl114di certificate and such Commission may issue from time to time for khadi ot lhe products of any village industry with the sueh ce~~.in the cue of Khldii!Wl be in the form as per Artnexure-1. Forms for time with· the prior approval of the Government by the Commission.

(2) A Certification Committee shall consist of such number of members as the Commission may think fit to appoir1t thereto, and one of them shall be appointed as the Chairnian of the Committee.

(3) A Certification Committee illiltlevy fees for issue of certificates at rates that may be approve!~ by th~ Commission from time to time in consultation. its Financial Adviser. . · · ·
