(i) The Administrator may appoint a Government Officer to act as Executive Officer for every village (Dwcep) panchayat, and as Chief Executive Officer for the district panchayat.
(2) The Executive Officer and the Chief Executive Officer appointed under sub-section (1) shall be paid such salary and allowances as may from time to time be fixed by the Administrator.
(?) The Administrator may. at any time, transfer an Executive Officer from one village (Dweep) panchayat to any other village (Dweep) panchayat.
(4) The Administrator mayj at any time, remove an Executive Officer of Chief Executive Officer or institute a disciplinary proceedings against him in accordance With the rules applicable for the employees of the Central Government.

34. The Executive Officer and the Chief Executive Officer shall— (0 have the right to attend the meeting of the panchayat and take part in the discussions but shall have no right to move any resolution or to vote, (//) take steps to carry :nto effect the resolutions of that Panchayat.
Provided that whero the Chairperson or the Executive Officer or the Presidentcum-Chicf Counsellor or the Chief Executive Officer of the Concerned Panchayat considers that a resolution has not been legally passed or is in excess of the powers conferred by this Regulation or that if carried out, it is likely to endanger human life or health or the public safety, the Chairperson or the Executive Officer or the President-cum-Chief Counsellor or the Chief Executive Officer, as the case may be, shall refer the matter to the prescribed authority for orders.
(Ill) control the officers and the employees of village (Dweep) Panchayat and of the district Panchayat shall ba subject to such rules as may be prescribed.
Functions of Executive officer and Chief Executive officers.
35. Tlie Administrator may be general or special order authorise any Government Officer to exercise such of the functions of an Executive Officer or the Chief Executive Officer under this Regulation, in such areas and subject to such restrictions and conditions and to such control and revision as may be specified in such order.

36. ( J ) Every village (Dweep) Panchayat and a district panchayat shall have such other officers and omployeei as may be determined under this Regulation.
They shall be appointed by such authority and their conditions of service shall be such as may be prescribed.
(2) The officers and employees appointed under sub-section (7) shall, in the discharge of their functions and duties, exercise such powers as may be conferred on them by the Panchayat, subject to rules, if any, made in this behalf.
